The Telecommunication Engineer shall be responsible for the design, installation, testing, and commissioning of 45 kilometres of new fibre-optic cable infrastructure, the configuration of 120 new base transceiver stations, and the integration of 5G-ready equipment across designated zones within Zimbabwe Harare.

The Telecommunication Engineer must hold a minimum of a Bachelor's degree in Telecommunications Engineering or a related discipline, possess at least eight (8) years of progressive experience in network infrastructure projects, and be registered with the Engineering Council of Zimbabwe. The engineer shall demonstrate proven expertise in fibre-optic splicing, microwave link installation, IP network architecture, and radio frequency planning as applicable to the Zimbabwe Harare urban and peri-urban environments.

• Conduct a full site survey and feasibility assessment across all designated Zimbabwe Harare project zones (Harare CBD, Borrowdale, Avondale, Chitungwiza, and Mutare Road corridor).
• Design and produce detailed engineering drawings, network topology maps, and technical specifications for the Telecommunication Engineer implementation plan.
• Oversee the physical installation of fibre-optic cables, ducting, manholes, and associated civil works in coordination with Harare City Council.
• Configure, test, and commission all telecommunication equipment to meet the performance benchmarks set forth in this Purchase Order.
• Provide a minimum of ninety (90) days of post-commissioning support and warranty maintenance for all installed systems within Zimbabwe Harare.
• Submit a comprehensive as-built documentation package, including test reports, performance logs, and training materials for Ministry of ICT staff.

Payment shall be made in the following tranches: 25% upon acceptance of this Purchase Order and commencement of work; 40% upon successful commissioning and acceptance of all infrastructure; 25% upon completion of the 90-day warranty period; and 10% upon final submission and approval of the as-built documentation package. All payments shall be made via bank transfer to the account designated by the supplier, denominated in United States Dollars, in accordance with the Reserve Bank of Zimbabwe foreign exchange regulations.

The Telecommunication Engineer shall commence work within fourteen (14) calendar days of the formal acceptance of this Purchase Order. The total project duration shall not exceed eighteen (18) months from the date of commencement. All milestones and interim deliverables shall be reported to the Ministry of ICT and Economic Strategy on a bi-weekly basis. Failure to meet critical milestones without prior written approval may result in the termination of this Purchase Order at the Buyer's discretion.

• This Purchase Order is governed by the laws of the Republic of Zimbabwe, including the Public Procurement Act [Chapter 22:24] and the Telecommunications Act [Chapter 12:09].
• The Telecommunication Engineer shall comply with all applicable safety, environmental, and labour regulations in force in Zimbabwe Harare and the wider Harare Province.
• All intellectual property produced under this Purchase Order, including design documents, network configurations, and technical reports, shall vest in the Ministry of ICT and Economic Strategy upon full payment.
• The supplier shall maintain comprehensive professional indemnity and public liability insurance with a minimum cover of USD 500,000 for the duration of the project.
• Any disputes arising from this Purchase Order shall be resolved through arbitration in Zimbabwe Harare in accordance with the Arbitration Act [Chapter 7:15].
• The Telecommunication Engineer shall not subcontract any portion of the core engineering services without prior written consent from the Buyer.
