1. Description of Services Required

This Purchase Order is issued to formally engage a qualified Translator Interpreter to provide professional language interpretation and translation services in Pakistan Islamabad. The services are required to support ongoing bilateral diplomatic meetings, international conference proceedings, and official government delegations operating within the capital city. The Translator Interpreter shall be responsible for real-time oral interpretation (consecutive and simultaneous) as well as written translation of official documents, briefing materials, and correspondence between English, Urdu, and Arabic languages.

3. Qualifications and Requirements for the Translator Interpreter

The Translator Interpreter engaged under this Purchase Order must meet the following mandatory qualifications:

  • Minimum 8 years of professional experience in interpretation and translation, with at least 3 years of experience working in Pakistan Islamabad on government or diplomatic assignments.
  • Certification from a recognized body such as the Pakistan Institute of Translators and Interpreters (PITI) or an equivalent international credential.
  • Fluency in English, Urdu, and Arabic (spoken and written), with demonstrated proficiency in legal, diplomatic, and technical terminology.
  • Valid security clearance (C-3 or above) issued by the Inter-Services Intelligence (ISI) for access to government facilities in Pakistan Islamabad.
  • Availability to work flexible hours, including weekends and public holidays, as required by the diplomatic calendar in Islamabad.
4. Terms and Conditions
  1. Acceptance: This Purchase Order shall become binding upon written acceptance by the Seller within five (5) business days of the date of issue. Failure to accept within this period shall render this document null and void.
  2. Service Location: All interpretation and translation services shall be performed at designated government offices, conference venues, and diplomatic premises located in Pakistan Islamabad, unless otherwise specified in a written addendum to this Purchase Order.
  3. Confidentiality: The Translator Interpreter shall sign a Non-Disclosure Agreement (NDA) prior to commencing any work. All documents, conversations, and materials encountered during the course of service in Pakistan Islamabad shall be treated as strictly confidential and shall not be disclosed to any third party under any circumstances.
  4. Payment Terms: Payment shall be made within thirty (30) days of receipt of a valid tax invoice and completion certificate for each phase of work. Payment shall be processed via bank transfer to the account designated by the Seller. The Buyer reserves the right to withhold payment for any services not rendered to the satisfaction of the supervising officer.
  5. Performance Standards: The Translator Interpreter is expected to maintain a minimum accuracy rate of 95% in all written translations and to deliver oral interpretation with full fidelity to the source language. Any errors or omissions shall be corrected at no additional cost to the Buyer.
  6. Substitution: The Seller shall not substitute the named Translator Interpreter without prior written approval from the Buyer. Any proposed substitute must meet or exceed the qualifications outlined in Section 3 of this Purchase Order.
  7. Termination: Either party may terminate this Purchase Order with fourteen (14) days' written notice. In the event of termination, the Buyer shall be liable only for services actually rendered up to the date of termination.
  8. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan. Any disputes arising shall be subject to the exclusive jurisdiction of the courts in Pakistan Islamabad.
  9. Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions, or public health emergencies affecting Pakistan Islamabad.
  10. Compliance: The Seller and the Translator Interpreter shall comply with all applicable federal and provincial laws of Pakistan, including the Official Secrets Act, 1923, and the Pakistan Penal Code, while performing duties in Pakistan Islamabad.
5. Delivery and Service Schedule

The initial phase of services under this Purchase Order shall commence on 1 July 2025 and shall continue through 31 August 2025. The Translator Interpreter shall report to the designated venue in Pakistan Islamabad at least thirty (30) minutes prior to the scheduled start of each interpretation session. A detailed daily schedule shall be provided by the Buyer's project coordinator no later than 48 hours before each engagement.
