2. Description of Goods / Services Procured
This Purchase Order is issued by The University of Dhaka, Bangladesh Dhaka, for the procurement of academic teaching and research services rendered by a qualified University Lecturer in the Department of Physics, Faculty of Science. The University Lecturer shall be responsible for delivering undergraduate and postgraduate lectures, conducting laboratory sessions, supervising research projects, examining students, and contributing to the academic development of the department throughout the specified validity period. The engagement of this University Lecturer has been approved by the Academic Council of the University in its 214th meeting held on 28 May 2025, in accordance with the Bangladesh Public Procurement Act 2023 and the Government Financial Rules (GFR) 2023.
3. Scope of Services
The University Lecturer engaged under this Purchase Order shall perform the following duties within the premises of The University of Dhaka, Bangladesh Dhaka:
(a) Deliver a minimum of 120 contact hours of lectures per academic year across B.Sc. (Hons.) and M.Sc. programmes in Physics;
(b) Supervise a minimum of four (4) undergraduate thesis projects and two (2) postgraduate research dissertations;
(c) Conduct practical laboratory sessions for at least 40 hours per semester;
(d) Serve as an internal examiner for at least two (2) examination cycles per year;
(e) Participate in departmental meetings, curriculum review committees, and academic conferences as directed by the Head of Department;
(f) Publish a minimum of two (2) peer-reviewed research articles in internationally recognized journals during the contract period.
4. Financial Terms and Payment Schedule

Payment shall be made on a monthly basis via bank transfer to the designated account of the University Lecturer within fifteen (15) working days of the end of each calendar month, subject to satisfactory performance evaluation by the Head of Department. The final settlement, including the research grant and examination fees, shall be processed within thirty (30) days of the expiry of this Purchase Order, contingent upon submission of all required deliverables and clearance certificates.
5. Terms and Conditions
(a) This Purchase Order is governed by the laws of the People's Republic of Bangladesh, specifically the Bangladesh Public Procurement Act 2023 and the Government Financial Rules 2023.
(b) The University Lecturer shall maintain a professional code of conduct as prescribed by the University of Dhaka Statute and the Bangladesh University Grants Commission (UGC) guidelines.
(c) The University reserves the right to terminate this Purchase Order with thirty (30) days written notice in the event of unsatisfactory performance, misconduct, or breach of any clause herein.
(d) All intellectual property generated during the course of this engagement shall remain the property of The University of Dhaka, Bangladesh Dhaka, unless otherwise agreed in writing.
(e) The University Lecturer shall not engage in any conflicting academic or commercial activity without prior written consent from the Registrar.
(f) Disputes arising from this Purchase Order shall be resolved through the internal grievance mechanism of the University, and failing that, through the competent courts of Dhaka, Bangladesh.
(g) This Purchase Order shall be valid only for the academic year 2025–2026 and shall not be automatically renewed. Any extension shall require a separate Purchase Order issued by the Office of the Registrar.
6. Acceptance and Authorization
By signing below, the University Lecturer acknowledges receipt of this Purchase Order and agrees to all terms, conditions, and obligations outlined herein. The undersigned officers of The University of Dhaka, Bangladesh Dhaka, hereby authorize the release of funds and the commencement of services as specified.
