3. Scope of Purchase Order – University Lecturer Services
This Purchase Order is issued by the Universidad Nacional de Bogotá to formally engage the services of a qualified University Lecturer for the academic term 2025-II. The engagement is governed by the academic regulations of the institution and the labor and civil service provisions applicable in Colombia Bogotá, including but not limited to the Colombian Labor Code (Código Sustantivo del Trabajo, Ley 50 de 1973) and the regulations issued by the Ministry of Education of Colombia for higher education institutions operating in the Bogotá metropolitan area.
The University Lecturer shall be responsible for delivering instruction, conducting research supervision, and providing academic mentorship to undergraduate and graduate students enrolled in the Faculty of Economics and Administrative Sciences. All services rendered under this Purchase Order shall be performed within the institutional premises located in Bogotá D.C., Colombia, or at such other locations within the city as may be designated by the academic coordinator.

5. Payment Terms and Conditions
- Payment shall be made in Colombian Pesos (COP) via electronic bank transfer (EFT) to the account specified in Section 2. The University Lecturer shall issue a valid factura electrónica (electronic invoice) in compliance with the DIAN (Dirección de Impuestos y Aduanas Nacionales) regulations for the city of Bogotá, Colombia, prior to each payment cycle.
- Payment schedule: 40% upon execution of this Purchase Order, 40% upon completion of week 8 of the academic term, and the remaining 20% upon final delivery of all course materials and completion of thesis evaluations.
- All payments are subject to the withholding tax (retención en la fuente) applicable under Colombian tax law (Ley 1819 de 2016). The university shall withhold the statutory percentage and remit it to the DIAN on behalf of the University Lecturer.
- Late payments shall accrue interest at the rate established by the Superintendencia Financiera de Colombia, calculated on a daily basis from the due date until full settlement.
- This Purchase Order does not constitute an employment contract. The University Lecturer is engaged as an independent academic service provider under a civil contract (contrato de prestación de servicios) as defined by Colombian law.

7. Terms, Conditions, and Legal Provisions
- This Purchase Order is governed by the civil and commercial laws of the Republic of Colombia. Any disputes arising from the interpretation or execution of this document shall be resolved by the competent civil courts of Bogotá D.C., Colombia, or by arbitration before the Centro de Arbitraje y Conciliación de la Cámara de Comercio de Bogotá, at the election of the aggrieved party.
- The University Lecturer warrants that he holds all necessary academic credentials, professional registrations, and legal authorizations to perform academic instruction in a higher education institution in Colombia Bogotá. Any misrepresentation of qualifications shall render this Purchase Order immediately voidable at the sole discretion of the university.
- The University Lecturer shall comply with all institutional policies of the Universidad Nacional de Bogotá, including but not limited to the academic integrity code, the data protection policy (Ley 1581 de 2012 – Ley de Protección de Datos Personales), and the anti-corruption and conflict-of-interest regulations applicable in Colombia.
- Intellectual property created by the University Lecturer specifically for the university under this Purchase Order (including course materials, case studies, and digital resources) shall be the exclusive property of the institution, subject to the attribution rights of the lecturer as author.
- Either party may terminate this Purchase Order with a written notice of thirty (30) calendar days. In the event of termination, payment shall be made pro-rata for services actually rendered up to the effective date of termination.
- This Purchase Order is valid only for the academic term 2025-II and shall not be renewed, extended, or modified except by a written addendum signed by both parties and registered with the university's legal office in Bogotá, Colombia.
- The University Lecturer shall maintain professional liability insurance (seguro de responsabilidad civil profesional) with a minimum coverage of COP 50,000,000 for the duration of this engagement, as required by Colombian regulations for academic professionals operating in Bogotá.
