2. Scope of Services – University Lecturer Procurement

This Purchase Order is issued by Almaty State University of Economics and Finance for the procurement of professional academic services rendered by a qualified University Lecturer in the field of International Trade and Global Economics. The University Lecturer shall be responsible for delivering lectures, conducting seminars, supervising student research, and performing all associated academic duties within the Department of International Trade at the institution located in Almaty, Kazakhstan.

The University Lecturer is expected to maintain a minimum of 32 teaching hours per week, including 16 hours of direct classroom instruction, 8 hours of seminar facilitation, 4 hours of student consultation, and 4 hours of curriculum development and assessment preparation. All services shall be performed at the university campus in Almaty, Kazakhstan, unless otherwise approved in writing by the Dean of the Faculty.

* All amounts are stated in Kazakhstani Tenge (KZT). Applicable Value Added Tax (VAT) at 12% as per the Tax Code of the Republic of Kazakhstan shall be added if the University Lecturer is registered as a sole entrepreneur (IP). Social security contributions shall be withheld in accordance with the Law of the Republic of Kazakhstan "On Mandatory Social Insurance."

4. Terms and Conditions
  1. Acceptance: This Purchase Order shall become binding upon written acceptance by the University Lecturer. The University Lecturer must sign and return a copy of this Purchase Order to the Procurement Department of Almaty State University of Economics and Finance within five (5) business days of receipt.
  2. Payment Terms: Payment for the University Lecturer's services shall be made on a monthly basis, no later than the 10th business day of the following month, via bank transfer to the account designated by the University Lecturer. The account must be registered in the banking system of the Republic of Kazakhstan.
  3. Performance Standards: The University Lecturer shall adhere to the academic standards, teaching methodologies, and institutional policies established by Almaty State University of Economics and Finance. The University Lecturer must hold a valid academic degree (minimum Candidate of Sciences or equivalent) and a teaching qualification certificate recognized by the Ministry of Science and Higher Education of the Republic of Kazakhstan.
  4. Confidentiality: The University Lecturer agrees to maintain strict confidentiality regarding student records, examination materials, proprietary curriculum content, and any institutional data accessed during the performance of duties in Almaty, Kazakhstan. This obligation shall survive the termination of this Purchase Order for a period of three (3) years.
  5. Intellectual Property: All teaching materials, course outlines, examination papers, and academic content developed specifically for this institution under this Purchase Order shall remain the property of Almaty State University of Economics and Finance. The University Lecturer retains rights to pre-existing publications and research.
  6. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. The University may terminate immediately for cause, including but not limited to gross misconduct, failure to meet performance standards, or violation of the Labor Code of the Republic of Kazakhstan.
  7. Dispute Resolution: Any disputes arising from this Purchase Order shall first be attempted to be resolved through negotiation. If unresolved within thirty (30) days, the matter shall be submitted to the competent court of Almaty City, Republic of Kazakhstan, in accordance with the Civil Procedure Code of the Republic of Kazakhstan.
  8. Force Majeure: Neither party shall be liable for failure to perform obligations due to circumstances beyond reasonable control, including but not limited to natural disasters, government mandates, or public health emergencies affecting the city of Almaty, Kazakhstan.
  9. Compliance: The University Lecturer warrants that all services rendered under this Purchase Order shall comply with all applicable laws and regulations of the Republic of Kazakhstan, including but not limited to the Labor Code, the Tax Code, and the Law on Higher Education.
  10. Entire Agreement: This Purchase Order, together with any attached annexes and the applicable employment or civil contract, constitutes the entire agreement between the parties regarding the procurement of University Lecturer services and supersedes all prior negotiations, representations, or agreements.
