1. Purpose and Scope of Purchase OrderThis Purchase Order is issued by the National Institute of Advanced Studies, Singapore Singapore, to formally engage the services of a qualified University Lecturer for the academic year 2025/2026. The University Lecturer, Dr. Rachel Lim Siew Hua, has been selected following a competitive recruitment process conducted in accordance with the institution's academic hiring policies and the regulatory framework governing higher education in Singapore Singapore. This Purchase Order serves as the binding contractual instrument that defines the scope of academic instruction, research supervision, and administrative duties to be performed by the University Lecturer during the engagement period.

- All payments shall be made in Singapore Dollars (SGD) via electronic funds transfer (EFT) to the University Lecturer's designated bank account in Singapore Singapore.
- Teaching compensation (Item 01) shall be disbursed on a monthly basis within 14 calendar days following the end of each academic month.
- Research supervision fees (Item 02) shall be paid quarterly in arrears, with the first payment due on 30 September 2025.
- One-time project fees (Items 03 and 04) shall be payable within 30 days of satisfactory completion and written acceptance by the Director of Academic Affairs.
- Professional development expenses (Item 05) shall be reimbursed within 21 days of submission of itemized receipts and a brief activity report.
- Administrative duty stipends (Item 06) shall be included in the monthly salary disbursement.
- Late payments shall attract interest at the rate of 3% per annum, calculated on a daily basis, in accordance with the Payment Terms for Small Businesses Act applicable in Singapore Singapore.
- 4.1 This Purchase Order is governed by and shall be construed in accordance with the laws of Singapore Singapore. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the courts of Singapore Singapore.
- 4.2 The University Lecturer shall maintain all necessary professional qualifications, academic credentials, and any required registrations with the Council for Higher Education (CHE) of Singapore Singapore throughout the engagement period.
- 4.3 The University Lecturer is engaged as an independent contractor for the purposes of this Purchase Order and shall not be deemed an employee of the National Institute of Advanced Studies unless otherwise specified in a separate employment contract.
- 4.4 The University Lecturer shall comply with all institutional policies, the Singapore Singapore Code of Conduct for Academic Staff, and all applicable data protection regulations under the Personal Data Protection Act (PDPA) of Singapore Singapore.
- 4.5 Either party may terminate this Purchase Order with 60 days' written notice. In the event of termination for cause, the notice period shall be reduced to 14 days.
- 4.6 All intellectual property developed by the University Lecturer in the course of curriculum development (Item 03) shall be jointly owned by the University Lecturer and the institution, subject to a separate IP agreement.
- 4.7 The University Lecturer shall not be required to perform duties outside the scope defined in this Purchase Order without prior written consent and a corresponding amendment to the financial terms.
- 4.8 This Purchase Order supersedes all prior negotiations, representations, and agreements between the parties relating to the engagement of the University Lecturer for the 2025/2026 academic year.
By signing below, both parties acknowledge and agree to all terms, conditions, and financial obligations set forth in this Purchase Order. This document constitutes a legally binding agreement for the engagement of the University Lecturer by the National Institute of Advanced Studies, Singapore Singapore, effective from 1 August 2025 through 31 July 2026.
