1. Description of Purchase Order

This Purchase Order is issued by Harare Polytechnic University, located in Harare, Zimbabwe, to formally procure the professional services of a qualified University Lecturer for the academic year 2025/2026. The University Lecturer, Dr. Tendai M. Moyo, is engaged to deliver lectures, supervise research, conduct examinations, and perform related academic duties within the Department of Applied Sciences. This Purchase Order governs all terms, conditions, deliverables, and payment arrangements associated with the engagement of the University Lecturer in Zimbabwe Harare.

3. Payment Terms and Conditions

All payments under this Purchase Order shall be made in United States Dollars (USD) via electronic bank transfer to the University Lecturer's designated account at CBZ Bank, Harare Branch, Zimbabwe. Payment shall be structured as follows:

30% advance payment (USD 2,790.00) upon signing of this Purchase Order and confirmation of the University Lecturer's availability.
40% interim payment (USD 3,720.00) payable upon completion of the first semester (end of October 2025), subject to satisfactory performance review by the Head of Department.
30% final payment (USD 2,790.00) payable within 30 days of the end of the academic year (June 2026), following submission of all final grades, research reports, and administrative documentation.

Withholding tax at the rate prescribed by the Zimbabwe Revenue Authority (ZIMRA) under the Income Tax Act [Chapter 23:06] shall be deducted at source and remitted to ZIMRA on behalf of the University Lecturer. The University Lecturer shall provide a valid ZIMRA tax clearance certificate prior to the first payment.

4. Terms and Conditions

Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Zimbabwe, including the Public Procurement Act [Chapter 22:19] and the Labour Act [Chapter 28:01] as applicable to academic engagements in Harare, Zimbabwe.
Qualifications: The University Lecturer must hold a minimum of a Master's degree (MSc or MPhil) in a relevant field, with a PhD preferred. The University Lecturer must be registered with the Zimbabwe Council for Professional Teachers (ZIMCOPTE) and hold a valid academic accreditation from the Council on Higher Education (CHE) of Zimbabwe.
Performance Standards: The University Lecturer shall adhere to the academic calendar of Harare Polytechnic University, maintain a minimum 95% attendance rate for scheduled lectures, and submit all grades within 14 working days of examination completion.
Confidentiality: The University Lecturer shall treat all student records, examination papers, and institutional data as strictly confidential in accordance with the Zimbabwe Data Protection Act [Chapter 10:27].
Termination: Either party may terminate this Purchase Order with 30 days' written notice. In the event of termination for cause (e.g., academic misconduct, failure to meet performance standards), the University may terminate immediately and retain the right to withhold outstanding payments proportionate to uncompleted deliverables.
Dispute Resolution: Any disputes arising from this Purchase Order shall first be referred to mediation under the Zimbabwe Mediation and Arbitration Act. Failing resolution within 60 days, the matter shall be referred to the High Court of Zimbabwe, Harare.
Insurance and Indemnity: The University Lecturer shall maintain personal professional indemnity insurance valid throughout the engagement period in Zimbabwe Harare.
Anti-Corruption: The University Lecturer warrants that no bribe, kickback, or improper inducement has been offered or accepted in connection with this Purchase Order, in compliance with the Zimbabwe Anti-Corruption Commission (ZACC) regulations.

NOTE: This Purchase Order is subject to approval by the University Senate and the Finance Committee of Harare Polytechnic University. The University Lecturer's engagement is contingent upon a satisfactory background check, verification of academic credentials by the CHE, and clearance by the Zimbabwe Police Criminal Investigations Department. All services rendered under this Purchase Order are to be performed at the Harare campus premises or as otherwise directed by the Dean of the Faculty of Applied Sciences. 5. Authorisation and Acceptance

By signing below, the parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the University Lecturer in Zimbabwe Harare.
