This Purchase Order is issued by International Supply & Logistics Corporation (hereinafter referred to as the "Buyer") to Atlas Industrial Welding Systems, Ltd. (hereinafter referred to as the "Supplier") for the procurement, delivery, and commissioning of industrial-grade Welder equipment and associated consumables. The primary purpose of this Purchase Order is to secure the necessary welding infrastructure required for the ongoing structural steel fabrication and pipeline maintenance project located in Afghanistan Kabul. The Welder units specified herein must be fully operational and capable of withstanding the extreme environmental conditions prevalent in Afghanistan Kabul, including temperatures ranging from -5°C in winter to 45°C in summer, high altitude (approximately 1,790 meters above sea level), and significant dust and particulate exposure. All equipment covered under this Purchase Order shall be delivered to the designated project site in Afghanistan Kabul and must comply with the technical specifications outlined in Section 3 of this document.

All Welder units procured under this Purchase Order must meet or exceed the following technical and environmental standards to ensure reliable operation at the project site in Afghanistan Kabul:
- Operating ambient temperature range: -10°C to +50°C (to accommodate seasonal extremes in Afghanistan Kabul).
- Altitude derating: Equipment must be rated for operation at up to 2,500 meters above sea level without performance degradation.
- Protection rating: Minimum IP54 for all outdoor-exposed Welder units to resist dust ingress and occasional water spray.
- Power supply tolerance: ±15% voltage fluctuation to account for unstable grid conditions in Afghanistan Kabul.
- Welding process capability: Each Welder must support at least two welding processes (e.g., MIG + Stick) for versatility in field conditions.

The Supplier shall deliver all items listed in this Purchase Order to the Buyer's designated project warehouse located at Karachi Bazaar District, Afghanistan Kabul, no later than 10 August 2025. Delivery shall be made DDP (Delivered Duty Paid) to Afghanistan Kabul, meaning the Supplier bears all risks, costs, and responsibilities for transportation, customs clearance, and local delivery within Afghanistan Kabul. Upon arrival, the Buyer's site engineer shall conduct a joint inspection of all Welder units and accessories. The Supplier shall dispatch a certified technician to Afghanistan Kabul within five (5) business days of delivery to perform installation, commissioning, and a minimum of three (3) days of hands-on operator training for the local workforce. Final acceptance of the Welder equipment shall be documented via a signed Acceptance Certificate, after which the remaining 50% balance payment under this Purchase Order shall be released within ten (10) business days.
5. General Terms and Conditions- This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. Any amendments to this Purchase Order must be made in writing and signed by authorized representatives of both parties.
- The Supplier warrants that all Welder equipment and consumables supplied under this Purchase Order shall be new, unused, of first quality, and free from defects in material and workmanship.
- Delivery of the Welder units to Afghanistan Kabul shall be made in accordance with the timeline specified herein. Late delivery beyond 15 August 2025 shall incur a penalty of 0.5% of the total Purchase Order value per calendar day of delay, up to a maximum of 10%.
- The Supplier shall provide complete technical documentation, operation manuals (in English and Dari), wiring diagrams, and maintenance schedules for each Welder unit delivered to Afghanistan Kabul.
- In the event of equipment failure during the warranty period, the Supplier shall provide replacement parts or on-site repair in Afghanistan Kabul within fourteen (14) days of the Buyer's written notice.
- All payments under this Purchase Order shall be made via irrevocable Letter of Credit issued by a recognized international bank in favor of the Supplier, denominated in US Dollars.
- This Purchase Order shall be governed by and construed in accordance with the United Nations Convention on Contracts for the International Sale of Goods (CISG). Any disputes arising from this Purchase Order shall be resolved through arbitration in Dubai, UAE, in accordance with the rules of the Dubai International Arbitration Centre (DIAC).
- The Supplier acknowledges that the Welder equipment procured under this Purchase Order is intended exclusively for civilian infrastructure construction and maintenance purposes in Afghanistan Kabul and shall not be diverted for any other use.
