This Quotation Estimate is issued by the Brussels Academic Research Consortium to formally outline the costs associated with the engagement of a senior Academic Researcher to conduct a comprehensive policy analysis and literature review project on behalf of the European Policy & Governance Institute. The engagement will be carried out primarily within the Belgium Brussels metropolitan area, with the principal work location situated in the European Quarter. The Academic Researcher will operate under the supervision of the client's Research Director and will deliver all outputs in accordance with the project timeline specified in Annex A of the master service agreement.

Payment for this Quotation Estimate shall be made via bank transfer to the BARC account (IBAN: BE68 5390 0754 7034, BIC: GEBABEBB) within 30 calendar days of invoice issuance. A 40% advance payment is required upon acceptance of this estimate. The remaining 60% shall be invoiced in two equal monthly installments aligned with the project milestones. Late payments shall accrue interest at the rate prescribed by the Belgian Law of 2 August 2002 on Late Payment in Commercial Transactions.
6.1 This Quotation Estimate is valid for 30 calendar days from the date of issue. Beyond this period, rates and availability of the Academic Researcher may be subject to revision.
6.2 The Academic Researcher engaged under this estimate shall comply with all applicable Belgian labour regulations, data protection requirements under the GDPR, and the ethical standards of the Belgian Research Integrity Office (ORiO).
6.3 All intellectual property produced by the Academic Researcher during the engagement shall vest in the client upon full payment, subject to the Academic Researcher's right to cite the work in future academic publications with prior written consent.
6.4 The engagement is governed by the laws of Belgium. Any disputes arising from this Quotation Estimate or the resulting service agreement shall be submitted to the competent courts of Brussels, Belgium.
6.5 The Academic Researcher reserves the right to decline engagement if the scope of work conflicts with existing academic commitments or ethical obligations. In such cases, a full refund of any advance payment shall be issued within 14 business days.
6.6 All work related to this estimate will be conducted in Belgium Brussels unless otherwise agreed in writing. Any travel outside the Brussels-Capital Region will be subject to a separate cost assessment.
By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes the engagement of the Academic Researcher as described herein. This document does not constitute a binding contract until a formal service agreement is executed by both parties in accordance with Belgian contract law.
