This Quotation Estimate is issued in response to the formal request submitted by the Central Eurasian Development Institute for the engagement of a qualified Academic Researcher to conduct a comprehensive multi-year study on sustainable urban development patterns in the Almaty metropolitan region. The Academic Researcher will be based in Kazakhstan Almaty and will operate under the institutional framework of the client while maintaining academic independence in methodology and findings.
The engagement encompasses literature review, primary data collection through field surveys and interviews, quantitative and qualitative analysis, peer-reviewed publication, and presentation of findings at regional and international conferences. All research activities will be conducted in compliance with the scientific research regulations of the Republic of Kazakhstan and the ethical standards of the Almaty-based academic community.

This Quotation Estimate outlines the following payment schedule for the Academic Researcher engagement in Kazakhstan Almaty:
- Advance Payment (30%): 7,164,000 KZT due within 10 business days of contract signing, prior to commencement of research activities.
- Milestone Payment 1 (25%): 5,970,000 KZT due upon completion of the fieldwork phase (Month 6).
- Milestone Payment 2 (25%): 5,970,000 KZT due upon delivery of the draft research monograph for client review (Month 10).
- Final Payment (20%): 4,776,000 KZT due upon acceptance of the final deliverables and submission of all publications (Month 12).
All payments shall be made via bank transfer to the designated account of the Academic Researcher or the institutional account as agreed upon in the master service agreement. Late payments shall incur a penalty of 0.5% per calendar day as per Kazakhstani commercial law.
- This Quotation Estimate is valid for 30 calendar days from the date of issue. After this period, all rates are subject to revision based on market conditions in Kazakhstan Almaty.
- The Academic Researcher retains full intellectual property rights over original methodologies and analytical frameworks developed during the engagement. The client receives a non-exclusive, perpetual license to use all final research outputs for institutional and policy purposes.
- All research conducted in Kazakhstan Almaty shall comply with the Law of the Republic of Kazakhstan "On Scientific and Scientific-Technical Activities" and applicable data protection regulations.
- The Academic Researcher shall provide monthly progress reports and a quarterly detailed status update to the client's designated point of contact.
- Any scope changes exceeding 10% of the original project parameters will require a revised Quotation Estimate and mutual written agreement before additional work commences.
- Force majeure events, including but not limited to natural disasters, government-mandated closures, or public health emergencies affecting Almaty, shall suspend the project timeline without penalty to either party.
- Disputes arising from this engagement shall be resolved through arbitration in Almaty, Kazakhstan, in accordance with the rules of the Arbitration Center at the Chamber of Commerce and Industry of Kazakhstan.
Upon successful completion of the engagement, the Academic Researcher shall deliver the following to the client in Kazakhstan Almaty:
- One comprehensive research monograph (minimum 250 pages) in English with an executive summary in Kazakh and Russian.
- Three (3) peer-reviewed journal articles published in internationally recognized academic journals.
- One (1) policy brief tailored for the Almaty municipal government and national planning authorities.
- Complete raw and processed datasets, survey instruments, and analytical codebooks.
- Two (2) international conference presentations and one (1) national seminar in Almaty.
