The Astronomer to be engaged under this Quotation Estimate shall perform the following duties and responsibilities within the China Shanghai research ecosystem:

2.1 Core Research Responsibilities

The Astronomer shall lead and participate in observational campaigns utilizing the 2.16-meter telescope and the 1.2-meter Schmidt telescope at the Shanghai Astronomical Observatory. This includes the design of observation schedules, real-time data acquisition, and post-observation reduction of photometric and spectroscopic datasets. The Astronomer shall also contribute to the development of new algorithms for transient source detection, specifically targeting gamma-ray burst afterglows and variable star phenomena.

2.2 Data Analysis and Computational Work

As part of the engagement, the Astronomer shall manage the processing of approximately 12,000 hours of archival data stored at the China Shanghai data center. This includes the application of machine learning pipelines for catalog cross-matching, the calibration of wide-field imaging data, and the production of peer-reviewed publications in international journals. The Astronomer is expected to present findings at no fewer than three (3) national or international conferences per annum.

2.3 Mentorship and Institutional Development

The Astronomer shall supervise a minimum of two (2) PhD candidates and four (4) Master's students enrolled in the graduate programs at the Shanghai Astronomical Observatory. Additionally, the Astronomer shall contribute to the design of public outreach programs in China Shanghai, including annual open-house events at the observatory and educational workshops for secondary school students in the Pudong and Minhang districts.

Note: All costs in this Quotation Estimate are exclusive of Value Added Tax (VAT) where applicable under the tax regulations of the People's Republic of China. The exchange rate used for the USD equivalent is indicative only and shall not constitute a binding conversion. The final settlement shall be conducted in CNY through the designated bank account of the Shanghai Astronomical Observatory.

Payment for the services described in this Quotation Estimate shall be made in accordance with the following schedule, subject to the satisfactory completion of each milestone by the Astronomer:

  • Tranche 1 (30%): Payable within 15 business days of contract execution and the Astronomer's commencement of duties in China Shanghai.
  • Tranche 2 (35%): Payable upon completion of the first twelve (12) months of service, subject to a satisfactory performance review by the Director of the Shanghai Astronomical Observatory.
  • Tranche 3 (35%): Payable upon completion of the second twelve (12) months of service and the submission of the final research report and publication portfolio.

This Quotation Estimate assumes that the Astronomer will be provided with a dedicated office workspace, laboratory access, and standard computing infrastructure at the Shanghai Astronomical Observatory premises. Costs associated with major capital equipment procurement (e.g., new telescope instrumentation upgrades exceeding CNY 500,000) are excluded from this estimate and shall be addressed under a separate procurement process. The Quotation Estimate does not include costs for the Astronomer's personal travel to and from China Shanghai for family visits beyond the initial relocation allowance.

This Quotation Estimate shall remain valid for a period of ninety (90) calendar days from the date of issue. Acceptance of this Quotation Estimate shall be confirmed in writing by the authorized signatory of the Shanghai Astronomical Observatory. Upon written acceptance, a formal service contract shall be drafted in accordance with the Labor Law of the People's Republic of China and the specific regulations governing foreign professionals working in China Shanghai.

  • All intellectual property generated by the Astronomer during the engagement period shall be jointly owned by the Astronomer and the Shanghai Astronomical Observatory, in accordance with the institutional IP policy of the Chinese Academy of Sciences.
  • The Astronomer shall comply with all data security and export control regulations applicable in China Shanghai, including the Cybersecurity Law of the PRC and relevant astronomical data sharing agreements.
  • Either party may terminate the engagement with a written notice of sixty (60) days. In the event of early termination, a pro-rata adjustment to the Quotation Estimate total shall be applied.
  • Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration at the Shanghai International Arbitration Center (SHIAC) in accordance with its rules of procedure.
  • This Quotation Estimate does not constitute a binding contract until formally accepted and countersigned by both parties.
