This Quotation Estimate is issued in response to the formal request submitted by the Facultad de Ciencias at the Universidad Nacional de Colombia for the professional engagement of a senior Astronomer to conduct a comprehensive celestial observation program, data analysis, and academic consulting within the Colombia Bogotá metropolitan area and surrounding high-altitude observation sites. The Astronomer will be responsible for designing and executing a twelve-month research program that includes spectroscopic analysis of variable stars, photometric monitoring of exoplanet transits, and the calibration of the 1.2-meter reflector telescope housed at the Observatorio Astronómico Nacional in Colombia Bogotá.
The Astronomer will also deliver a minimum of six (6) public lectures and four (4) graduate-level seminars at the university campus in Bogotá, Colombia, covering topics in astrophysics, cosmology, and the application of machine learning to astronomical datasets. All deliverables under this Quotation Estimate are subject to the terms and conditions outlined in Section 5 below.

Payment for the services described in this Quotation Estimate shall be made in four (4) equal quarterly installments, due on the first business day of each quarter. The first installment is due upon formal acceptance of this Quotation Estimate and execution of the service agreement. All payments shall be made via bank transfer to the account designated by the Astronomer’s registered entity in Colombia Bogotá. Late payments shall incur a monthly interest rate of 1.5% in accordance with Colombian commercial law.
- Month 3: Completion of initial spectroscopic survey and delivery of preliminary data report to the university committee in Bogotá, Colombia.
- Month 6: Submission of the first peer-reviewed manuscript and completion of four (4) public lectures.
- Month 9: Completion of all field observation campaigns and delivery of the calibrated instrument report.
- Month 12: Final technical report, remaining publications, and a closing presentation to the Facultad de Ciencias in Colombia Bogotá.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After this period, pricing may be adjusted to reflect changes in exchange rates, equipment costs, or operational conditions in Colombia Bogotá.
- The Astronomer retains full intellectual property rights over original research findings. The university in Bogotá, Colombia, shall receive a non-exclusive, royalty-free license to use the data for academic and educational purposes.
- All work shall comply with the regulations of the Ministerio de Ciencia, Tecnología e Innovación de Colombia and the applicable environmental and cultural heritage protections in the field observation zones.
- Either party may terminate the agreement with sixty (60) days’ written notice. In such an event, the Astronomer shall be compensated for all services rendered up to the termination date as outlined in this Quotation Estimate.
- This Quotation Estimate does not constitute a binding contract until both parties have executed the formal service agreement in writing.
