This Quotation Estimate is formally issued to provide the University of Kinshasa, Faculty of Sciences, with a comprehensive and itemized financial breakdown for the engagement of a professional Astronomer to deliver a series of scientific observation, research, and educational programs within the city of DR Congo Kinshasa. The Astronomer engaged under this Quotation Estimate shall perform the following duties in DR Congo Kinshasa:

4.1 This Quotation Estimate is valid for a period of sixty (60) calendar days from the date of issue. After this period, all rates and availability of the Astronomer are subject to revision without prior notice.
4.2 Payment shall be made in United States Dollars (USD) via international wire transfer to the account designated by the Astronomer’s contracting entity. A fifty percent (50%) advance payment is due within ten (10) business days of acceptance of this Quotation Estimate. The remaining fifty percent (50%) is due within fifteen (15) business days of delivery of the final project report.
4.3 The Astronomer shall comply with all applicable laws, regulations, and customs protocols of the Democratic Republic of the Congo. The client is responsible for facilitating any local permits required for the operation of astronomical equipment in DR Congo Kinshasa.
4.4 In the event of force majeure, including but not limited to political instability, severe weather, or public health emergencies in DR Congo Kinshasa, either party may suspend or terminate the engagement with written notice. No penalties shall apply in such circumstances.
4.5 All data, images, and research outputs produced by the Astronomer during the engagement in Kinshasa shall be jointly owned by the Astronomer and the University of Kinshasa, with mutual consent required for any third-party publication or commercial use.
4.6 This Quotation Estimate does not constitute a binding contract until countersigned by both parties and the advance payment has been received in full.
