This Quotation Estimate is issued in response to the formal request submitted by the Alexandria University Faculty of Science for the professional engagement of a qualified Astronomer to support the Heliopolis Observatory Expansion Programme located in Egypt Alexandria. The scope encompasses a comprehensive package of astronomical consultancy, observational supervision, instrument calibration, and academic mentorship services. The Astronomer shall be responsible for overseeing the installation and commissioning of the new 1.2-metre Ritchey-Chrétien reflector telescope, conducting regular photometric and spectroscopic surveys of the night sky above the Mediterranean coastline, and delivering a minimum of twelve (12) public outreach lectures per academic year to the residents and students of Egypt Alexandria.

The engagement period covered by this Quotation Estimate is twenty-four (24) months, commencing on 1 September 2025 and concluding on 31 August 2027. All deliverables, reports, and data sets produced by the Astronomer during this period shall be the intellectual property of the commissioning institution in Egypt Alexandria, subject to standard academic publication rights.

Note: This Quotation Estimate assumes standard operating conditions at the Heliopolis Observatory site in Egypt Alexandria. Should the Astronomer be required to conduct observations at an alternative dark-sky location (e.g., the Western Desert site near Mersa Matruh), an additional travel surcharge of EGP 15,000 per night shall apply. All figures in this Quotation Estimate are subject to revision if the Egyptian Pound experiences a devaluation exceeding 10% relative to the US Dollar during the contract term.

The total amount stipulated in this Quotation Estimate shall be disbursed as follows: (a) 20% advance payment upon signature of the service agreement; (b) 40% payable at the midpoint of the engagement (month 12); (c) 30% payable upon completion of the telescope commissioning milestone; and (d) 10% final payment upon submission of the comprehensive end-of-contract report by the Astronomer. All payments shall be made via bank transfer to the account designated in the annexed contract, denominated in EGP at the Central Bank of Egypt reference rate on the date of invoicing.

  • This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Beyond this period, all prices and availability of the Astronomer are subject to re-evaluation.
  • The Astronomer shall comply with all applicable Egyptian laws, including the Egyptian Space and Astronomy Regulatory Authority guidelines for optical observations conducted within Egypt Alexandria governorate boundaries.
  • Any change in scope, additional observation targets, or extended engagement beyond the 24-month period shall be documented in a formal amendment to this Quotation Estimate and signed by both parties.
  • The Astronomer is entitled to one (1) week of paid annual leave during each 12-month period, to be scheduled in consultation with the project director in Egypt Alexandria.
  • Confidentiality: All proprietary data, unpublished observations, and internal reports generated during the engagement shall remain confidential for a period of five (5) years following the conclusion of the contract, unless otherwise agreed in writing.
  • Disputes arising from this Quotation Estimate or the resulting service agreement shall be resolved through arbitration under the rules of the Egyptian Arbitration Centre, with the seat of arbitration in Cairo, Egypt.
  • This Quotation Estimate does not constitute a binding contract until countersigned by both parties and the advance payment has been received in full.

By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes the engagement of the Astronomer for the services described herein, to be carried out at the designated facility in Egypt Alexandria. The undersigned confirms that all terms, conditions, and financial obligations outlined in this document have been reviewed and accepted.
