The Astronomer engaged under this Quotation Estimate shall provide the following services to support the client's strategic objectives in the field of space science, atmospheric research, and astronomical instrumentation, all conducted from the primary office location in Riyadh, Saudi Arabia:
- Astronomical Survey & Data Analysis: Conducting comprehensive optical and radio astronomical surveys of the night sky over the Riyadh metropolitan area and surrounding desert regions. This includes cataloguing celestial objects, monitoring variable stars, and producing detailed photometric and spectroscopic reports. The Astronomer will utilize the existing 1.2-meter telescope facility located at the King Abdulaziz City for Science and Technology (KACST) campus in Riyadh.
- Atmospheric & Climate Research Advisory: Providing expert consultation on atmospheric optics, light pollution mapping, and the impact of desert dust events on astronomical observations. The Astronomer will produce quarterly advisory reports tailored to the specific environmental conditions of Saudi Arabia, including seasonal sandstorm frequency analysis and its effect on observation windows.
- Instrumentation Design & Calibration: Designing, specifying, and overseeing the calibration of new astronomical instruments to be installed at the Riyadh observatory site. This includes optical alignment, detector sensitivity testing, and software integration for automated data acquisition systems.

Payment for the services outlined in this Quotation Estimate shall be made in four equal quarterly installments, due within thirty (30) calendar days of the invoice date. The first installment is due upon the formal acceptance and signing of this quotation by the client in Riyadh. All payments shall be made via bank transfer to the account of Stellar Horizon Consulting LLC, held with a licensed commercial bank in Saudi Arabia. Late payments shall incur a penalty of 1.5% per month on the outstanding balance, in accordance with the commercial regulations of the Kingdom of Saudi Arabia.
- This Quotation Estimate is valid for a period of sixty (60) days from the date of issue. After this period, all rates and terms are subject to revision.
- The Astronomer shall maintain full professional liability insurance and shall comply with all applicable laws, regulations, and licensing requirements of the Kingdom of Saudi Arabia, including those issued by the Saudi Space Agency and the National Center for Artificial Intelligence.
- All data, reports, and intellectual property produced under this engagement shall be the sole property of the client, unless otherwise agreed in writing. The Astronomer shall sign a non-disclosure agreement (NDA) prior to commencing work in Riyadh.
- The client agrees to provide the Astronomer with reasonable access to all relevant facilities, equipment, and personnel in Riyadh necessary to perform the services described herein.
- Any changes to the scope of work must be documented in a formal change order, signed by both parties, and may result in an adjustment to the total cost of this Quotation Estimate.
- This engagement is governed by the laws of the Kingdom of Saudi Arabia. Any disputes arising from this agreement shall be resolved through arbitration in Riyadh in accordance with the rules of the Saudi Center for Commercial Arbitration.
- The Astronomer reserves the right to subcontract specialized sub-tasks (e.g., software development, hardware procurement) with prior written approval from the client.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Astronomer in Riyadh, Saudi Arabia. This document, once countersigned by both parties, constitutes a binding service agreement.
