This Quotation Estimate is issued in response to the formal request from TANSTEC for the engagement of a qualified Astronomer to deliver a comprehensive suite of observational, research, and educational services within the Tanzania Dar es Salaam region. The proposed engagement spans a twelve-month period commencing 1 October 2025 and is designed to support Tanzania's growing investment in astronomical infrastructure, public science education, and regional celestial data collection.
The Astronomer will be based primarily in Tanzania Dar es Salaam, utilizing the coastal observation station at Mbezi Beach as the principal site for nighttime observations. The unique equatorial latitude of Dar es Salaam (approximately 6°48′S) provides exceptional visibility of both the Southern and Northern celestial hemispheres, making this location strategically valuable for year-round astronomical monitoring. The Astronomer will leverage this geographic advantage to produce high-quality photometric and spectroscopic data for the Tanzanian and broader East African scientific community.

3.1 This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Beyond this period, all rates and terms are subject to revision based on prevailing market conditions in Tanzania Dar es Salaam.
3.2 Payment shall be made in quarterly instalments of 25% each, due within thirty (30) days of the invoice date. The first instalment is due upon contract execution. All payments shall be made in Tanzanian Shillings via bank transfer to the account designated by the Astronomer's employing institution.
3.3 The Astronomer shall be provided with a dedicated workspace, access to the Mbezi Beach observation facility, and reasonable accommodation in Tanzania Dar es Salaam for the duration of the engagement. TANSTEC shall bear the cost of local transport and fieldwork logistics as itemised above.
3.4 All observational data, research outputs, and publications generated during the term of this engagement shall be jointly owned by the Astronomer and TANSTEC, with full attribution to both parties. Data shall be deposited in the Tanzania National Data Repository within sixty (60) days of collection.
3.5 Either party may terminate this agreement with sixty (60) days' written notice. In the event of early termination, payment shall be prorated for services rendered up to the termination date.
3.6 This Quotation Estimate does not constitute a binding contract until formally countersigned by both parties. All work shall be governed by the laws of the United Republic of Tanzania and the specific terms of the executed service agreement.
3.7 The Astronomer shall comply with all applicable Tanzanian regulations regarding nighttime operations, environmental protection at coastal sites, and data sovereignty requirements as stipulated by the Tanzania Commission for Science and Technology (COSTECH).
By signing below, the parties acknowledge that this Quotation Estimate for Astronomer services in Tanzania Dar es Salaam has been reviewed, understood, and accepted in its entirety. The signed document shall serve as the basis for the formal service contract to be executed within fourteen (14) days of acceptance.
