This Quotation Estimate is issued by Meridian Celestial Consulting Ltd. in response to the formal request submitted by the Istanbul Metropolitan University for the engagement of a qualified Astronomer to deliver a comprehensive suite of observational, analytical, and educational services within the greater Turkey Istanbul region. The scope of work outlined in this document covers a twelve-month engagement period commencing on 1 September 2025 and concluding on 31 August 2026. All rates, deliverables, and conditions presented herein are binding upon acceptance and are subject to the terms specified in Section 6 of this Quotation Estimate.

The Astronomer engaged under this Quotation Estimate shall provide the following professional services in Turkey Istanbul and its surrounding metropolitan area:

Payment for the services described in this Quotation Estimate shall be made in four (4) equal quarterly instalments of TRY 525,870 each, due on the 5th business day of the first month of each quarter (September, December, March, June). Payment shall be made via bank transfer to the account of Meridian Celestial Consulting Ltd. at Ziraat Bank, Istanbul branch. A 1.5% monthly late-payment interest shall apply to any overdue balance in accordance with Turkish commercial law (TçRL §30).

The Astronomer shall submit a written progress report to the client’s Department Head at the end of each calendar quarter. All observational data, calibrated images, and analysis scripts shall be deposited in the university’s institutional repository within thirty (30) days of acquisition. The final TUA feasibility report (Item 2.6) shall be delivered in both Turkish and English by 30 June 2026. All intellectual property generated during the engagement shall be jointly owned by Meridian Celestial Consulting Ltd. and Istanbul Metropolitan University, as stipulated in the separate Memorandum of Understanding referenced in Section 6.

  1. This Quotation Estimate is valid for ninety (90) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Turkey Istanbul.
  2. The Astronomer’s engagement is governed by the Turkish Labour Code (4857) and the applicable provisions of the Turkish Civil Code. Any dispute shall be resolved by the competent courts of Istanbul, Turkey.
  3. Either party may terminate the engagement with sixty (60) days’ written notice. In the event of early termination, the client shall be liable for all services rendered up to the termination date plus a 10% administrative fee.
  4. The Astronomer shall maintain professional liability insurance with a minimum coverage of TRY 5,000,000, valid throughout the engagement period in Turkey Istanbul.
  5. All personal data processed under this Quotation Estimate shall comply with the Turkish Personal Data Protection Law (KVKK, Law No. 6698).
  6. This Quotation Estimate does not constitute a binding contract until countersigned by both parties and accompanied by the executed Service Agreement and Memorandum of Understanding.
Note: This Quotation Estimate assumes standard operating conditions in Turkey Istanbul. Should extraordinary astronomical events (e.g., total solar eclipses, major meteor storms) or force-majeure circumstances (seismic activity, severe weather) necessitate schedule adjustments, the Astronomer shall notify the client in writing within 48 hours, and both parties shall agree in good faith on revised timelines. No additional charges shall apply for weather-related rescheduling up to a maximum of twelve (12) sessions per year.

By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and financial provisions set forth in this Quotation Estimate for Astronomer services in Turkey Istanbul.
