This Quotation Estimate is issued by Equatorial Research & Advisory Consultants Ltd. in response to the formal request for professional Astronomer services submitted by the Department of Physics & Astronomy at Makerere University, Uganda Kampala. The purpose of this document is to provide a comprehensive, itemized breakdown of all costs associated with the engagement of a senior Astronomer to conduct an equatorial sky survey, calibrate existing optical and radio telescope equipment, and deliver a structured academic training programme for postgraduate students and junior faculty members based in Uganda Kampala.
The Astronomer to be deployed will hold a minimum of a PhD in Astrophysics or Observational Astronomy, with at least ten (10) years of post-doctoral field experience, including a demonstrated track record of working in equatorial and tropical observing conditions. The candidate will be fully versed in the unique atmospheric and logistical challenges of conducting astronomical observations from the Uganda Kampala region, where humidity levels, seasonal cloud cover, and light pollution from the growing urban centre require specialised planning and adaptive methodologies.
The Astronomer engaged under this Quotation Estimate will perform the following core activities in Uganda Kampala:
- Equatorial Sky Survey (Weeks 1–4): Conduct a systematic photometric and spectroscopic survey of the southern celestial hemisphere visible from the Uganda Kampala latitude (approximately 0°18′S). This includes deep-field imaging of target galaxies, variable star monitoring, and transient object detection using the university’s 0.6-metre reflector telescope and the 1.2-metre radio dish at the observatory site.
- Instrument Calibration and Maintenance (Weeks 5–6): Perform full optical alignment, flat-field calibration, and spectrograph wavelength verification on all existing instruments. The Astronomer will also assess the structural integrity of the radio telescope feed horn and recommend any necessary upgrades.
- Academic Training Programme (Weeks 7–8): Deliver a two-week intensive workshop for up to twenty-five (25) postgraduate students and junior faculty. Payment for the services outlined in this Quotation Estimate shall be made in three (3) instalments:
- Instalment 1 (40%): UGX 61,600,000 — due within fourteen (14) days of acceptance of this Quotation Estimate, prior to the Astronomer’s departure for Uganda Kampala.
- Instalment 2 (35%): UGX 53,900,000 — due upon completion of Week 4 (end of the Equatorial Sky Survey phase).
- Instalment 3 (25%): UGX 38,500,000 — due upon submission and acceptance of the final technical report and completion of the knowledge transfer session.
All payments shall be made via bank transfer to the account of Equatorial Research & Advisory Consultants Ltd., Stanbic Bank Uganda, Kampala Branch. The client shall be responsible for any applicable withholding tax as prescribed by the Uganda Revenue Authority (URA).
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision due to currency fluctuation, travel cost changes, or availability of the Astronomer.
- The Astronomer’s engagement is contingent upon the client providing safe access to all telescope facilities, power supply, and internet connectivity at the observatory site in Uganda Kampala for the full duration of the project.
- Any change in scope, extension of duration, or additional deliverables beyond those specified in Section 2 will require a written amendment to this Quotation Estimate, signed by both parties, before work commences on the additional items.
- Intellectual property generated during the Equatorial Sky Survey shall be jointly owned by the client institution and Equatorial Research & Advisory Consultants Ltd., with publication rights to be negotiated in a separate agreement.
- The Astronomer shall comply with all applicable laws and regulations of the Republic of Uganda, including the Uganda National Environment Management Authority (NEMA) guidelines for any fieldwork conducted outside the university premises.
- In the event of force majeure (including but not limited to severe weather, political instability, or public health emergency in Uganda Kampala), either party may suspend or terminate this engagement with fourteen (14) days’ written notice. No penalty shall apply, and the client shall be liable only for services rendered up to the date of suspension.
- Disputes arising from this Quotation Estimate shall be resolved through amicable negotiation. If unresolved within thirty (30) days, the matter shall be referred to arbitration under the rules of the Uganda Arbitration Centre in Kampala.
