This Quotation Estimate is issued in response to the formal request for professional Astronomer services submitted by the Gulf Coast Aerospace & Research Consortium. The scope of work outlined herein encompasses a comprehensive engagement of a senior Astronomer to support observational research, data analysis, and technical advisory functions within the United States Houston metropolitan area. Given the proximity to NASA's Johnson Space Center and the Texas Medical Center's growing interest in space-adjacent research, this Quotation Estimate reflects the specialized expertise required to deliver high-caliber astronomical consulting in the United States Houston region.

The Astronomer engaged under this Quotation Estimate shall perform the following duties and deliverables over a twelve-month contract period:

  • Observational Campaign Planning: Design and coordinate at least four (4) dedicated deep-sky observation campaigns utilizing the 1.2-meter research telescope located at the Clear Fork Observatory, approximately 45 miles west of United States Houston. The Astronomer will define target lists, exposure strategies, and scheduling windows optimized for the local sky conditions of the Texas Gulf Coast.
  • Spectroscopic Data Analysis: Process and interpret high-resolution spectroscopic data sets (R > 50,000) for a minimum of 200 celestial objects, producing peer-review-ready reduction pipelines and published-quality figures.
  • Technical Advisory & Consultation: Provide on-site and remote advisory sessions (no fewer than 12 sessions per quarter) to the Consortium's engineering and research teams regarding astrophysical modeling, radiative transfer calculations, and instrument calibration protocols.
  • Grant & Proposal Support: Assist in drafting and reviewing at least three (3) federal grant proposals (NASA, NSF, or DOE) in which the Astronomer's expertise in observational astrophysics or cosmology is a central component.
  • Public Outreach & Education: Deliver a minimum of two (2) public lectures per year at venues within United States Houston, including the Houston Museum of Natural Science and the Rice University Department of Physics and Astronomy.
  • Report Writing: Submit a detailed quarterly progress report and a final comprehensive annual report documenting all findings, methodologies, and recommendations.

  1. This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. After the expiration date, all rates and availability of the Astronomer are subject to re-evaluation.
  2. Payment shall be rendered in United States Dollars (USD) via wire transfer or ACH to the account designated by the Astronomer's consulting entity. Invoices will be issued on a monthly basis, due within thirty (30) days of receipt.
  3. The Astronomer shall maintain professional licensure, relevant certifications, and all necessary permits to conduct astronomical observations from sites within the United States Houston area and surrounding Texas counties.
  4. All intellectual property, data sets, and publications generated under this engagement shall be jointly owned by the Client and the Astronomer, as further specified in the definitive Service Agreement to be executed upon acceptance of this Quotation Estimate.
  5. Either party may terminate this engagement with sixty (60) days' written notice. In the event of early termination, the Client shall be liable for all services rendered and non-cancellable commitments (e.g., reserved telescope time) up to the termination date.
  6. This Quotation Estimate does not constitute a binding contract. A formal Service Agreement, incorporating all terms herein, must be executed by both parties before any work commences.
  7. All work shall be performed in compliance with applicable federal, Texas state, and United States Houston municipal regulations, including but not limited to environmental permits for nighttime observation activities and data privacy statutes.
  8. Force majeure events, including but not limited to severe weather common to the United States Houston Gulf Coast region, shall excuse timely performance for the duration of the event plus a reasonable recovery period.

By signing below, the Client acknowledges receipt of this Quotation Estimate and agrees to the terms, scope, and pricing outlined for the Astronomer services to be delivered in United States Houston, Texas. This signature constitutes a request to proceed with the execution of the definitive Service Agreement.
