This Quotation Estimate is issued by Stellar Horizon Astronomical Consulting Group in response to the formal request submitted by Pacific Coast University Observatory for the engagement of a senior Astronomer to conduct a comprehensive series of observational and research activities within the United States Los Angeles metropolitan area and its surrounding dark-sky regions. 2. Description of Astronomer ServicesThe engaged Astronomer will provide the following professional services, all to be executed in and around the United States Los Angeles area:

- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. After the expiration date, all rates and availability of the Astronomer must be reconfirmed in writing.
- Payment terms: Fifty percent (50%) of the total amount is due upon acceptance of this Quotation Estimate as a deposit. The remaining fifty percent (50%) is due within fifteen (15) business days following the delivery of the final technical report.
- All services will be performed by the designated Astronomer, Dr. James Whitfield, or by a qualified substitute of equivalent seniority approved in writing by the client. No substitution will occur without prior notice.
- The Astronomer shall comply with all applicable federal, state, and local regulations governing astronomical observation, data handling, and public events within the United States Los Angeles jurisdiction.
- Weather-related cancellations: In the event of adverse weather conditions (cloud cover exceeding 70%, high winds, or air quality alerts) at the United States Los Angeles observation site, affected observation nights will be rescheduled at no additional cost to the client, subject to the Astronomer's availability.
- All intellectual property, raw data, and processed datasets generated during the engagement shall remain the sole property of the client, Pacific Coast University Observatory, unless otherwise agreed in a separate written agreement.
- This Quotation Estimate does not constitute a binding contract until countersigned by both parties. Upon countersignature, it becomes a binding service agreement governed by the laws of the State of California, United States.
- Any modifications to the scope of work, additional observation nights, or extended data analysis beyond the quantities specified herein will be subject to a supplemental Quotation Estimate issued by Stellar Horizon Astronomical Consulting Group.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined for the engagement of the Astronomer in the United States Los Angeles area as described herein.
