This Quotation Estimate is issued by Dr. Elena Marchetti, a certified Biologist registered with the Ordine dei Biologi della Regione Lazio (Registration No. LA-4821), in response to the formal request submitted by the Comune di Roma for the provision of specialized biological consulting and field assessment services. The scope of this engagement encompasses the comprehensive ecological and biological evaluation of the Tiber River (Fiume Tevere) basin within the municipal boundaries of Rome, Italy, including the identification of native and invasive species, water quality biological monitoring, and the preparation of a detailed biodiversity impact report in compliance with Italian Legislative Decree D.Lgs. 152/2006 and European Directive 2000/60/EC (Water Framework Directive).
The Biologist will conduct on-site fieldwork across approximately 14 sampling stations distributed along the Tiber River corridor from the Ponte Milvio to the mouth at Ostia Lido, as well as at three designated wetland areas in the Parco Regionale dell'Appia Antica. All biological sampling, laboratory analysis coordination, and data interpretation will be performed in strict adherence to the protocols established by the Agenzia Regionale di Protezione Ambientale del Lazio (ARPA Lazio).

3.1 Validity and Acceptance. This Quotation Estimate shall remain valid for acceptance until 14 September 2025. Acceptance must be communicated in writing to the Biologist's registered office in Rome, Italy, via certified email (PEC) or registered post. No services shall commence prior to the formal execution of a service contract based on the terms outlined in this document.
3.2 Payment Terms. Payment shall be made in four equal installments of EUR 31,323.50 (including VAT), due at the following milestones: (i) upon contract signature; (ii) upon completion of the initial ecological site survey (Month 2); (iii) upon delivery of the INNS risk assessment report (Month 6); and (iv) upon final acceptance of the Biodiversity Impact Report (Month 12). Invoices shall be issued in accordance with Italian electronic invoicing regulations (Fattura Elettronica) via the Sistema di Interscambio (SdI).
3.3 Professional Liability and Insurance. The Biologist maintains a professional liability insurance policy (RC Professionale) with a minimum coverage of EUR 1,000,000 per claim, issued by a licensed Italian insurance carrier. A certificate of insurance shall be provided upon request prior to the commencement of fieldwork in Rome.
3.4 Data Protection and Confidentiality. All biological data, environmental samples, and project documentation generated under this engagement shall be treated as confidential. The processing of any personal data collected during fieldwork in Rome, Italy, shall comply with the EU General Data Protection Regulation (GDPR) and the Italian Data Protection Code (D.Lgs. 196/2003 as amended by D.Lgs. 101/2018).
3.5 Force Majeure. Neither party shall be held liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to severe weather conditions affecting fieldwork along the Tiber River, public health emergencies, or governmental restrictions on access to protected natural areas within the Rome municipal territory.
3.6 Governing Law and Jurisdiction. This Quotation Estimate and any resulting contract shall be governed by the laws of the Italian Republic. Any disputes arising from or in connection with this engagement shall be subject to the exclusive jurisdiction of the Tribunale di Roma.
By signing below, both parties acknowledge that this Quotation Estimate accurately reflects the agreed-upon scope of biological services to be rendered in Rome, Italy, and that the terms and conditions set forth herein are accepted in full.
