This Quotation Estimate is issued by Ankara Biotech & Environmental Consulting Ltd. to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Biologist to deliver specialized ecological assessment, biodiversity monitoring, and environmental impact analysis services within the metropolitan area of Turkey Ankara. The scope of work has been developed in accordance with the Turkish Environmental Impact Assessment Regulation (ÇED Yönetmeliği, 2016) and the relevant directives of the European Union Environmental Impact Assessment Directive as adopted under Turkey's accession framework.
The contracted Biologist shall perform the following duties across the designated project zones in Turkey Ankara:
- Flora and Fauna Survey: Conduct a full-season (spring, summer, autumn) biodiversity inventory covering terrestrial, riparian, and wetland habitats within a 15-kilometer radius of the proposed industrial development site in the Etimesgut district of Ankara.
- Protected Species Assessment: Identify and document the presence of species listed under the Turkish Law on the Protection of Wild Fauna and Flora (Law No. 4915) and the CITES Appendix I and II species relevant to the Ankara region, including the Anatolian leopard (Panthera pardus tulliana) corridor zones.
- Water Quality Biological Monitoring: Perform macroinvertebrate sampling and benthic community analysis at 12 designated stations along the Ankara River (Ankara Çayı) tributaries to establish a baseline biological water quality index.
- Soil Microbiology and Ecosystem Functioning: Collect and analyze soil samples for microbial diversity, nutrient cycling capacity, and contamination indicators at 20 pre-specified locations across the project footprint.

Approximate USD equivalent at the Central Bank of Turkey reference rate of 1 USD = 35.50 TRY: USD 52,353.80 (inclusive of VAT).
This Quotation Estimate is structured with the following milestone-based payment schedule:
- 30% advance payment upon contract signature and receipt of the signed Quotation Estimate acceptance form.
- 40% interim payment upon completion and submission of the field survey phase and laboratory results (approximately Month 4 of the project timeline).
- 30% final payment upon delivery of the complete Environmental Impact Report biological chapters, the 5-year monitoring plan, and formal acceptance by the Ankara Regional Directorate.
All payments shall be made via bank transfer to the account of Ankara Biotech & Environmental Consulting Ltd. at Ziraat Bankası, Ankara Çankaya Branch, within 15 calendar days of invoice issuance. Late payments shall accrue interest at the statutory rate published by the Turkish Ministry of Treasury and Finance.
5.1 This Quotation Estimate is valid for 30 calendar days from the date of issue. After the expiry date, all rates, particularly those denominated in Turkish Lira, are subject to revision based on the prevailing minimum wage index and the Turkish Statistical Institute (TÜİK) consumer price index for Ankara.
5.2 The Biologist engaged under this estimate shall hold a minimum of a Master's degree in Biology, Ecology, or a closely related discipline from a Turkish or internationally accredited university, and shall possess a valid professional registration with the relevant Turkish professional chamber (TMMOB or equivalent). The Senior Biologist shall additionally hold a PhD and a minimum of 12 years of documented field experience in the Anatolian region.
5.3 All fieldwork in Turkey Ankara shall comply with local municipal regulations, the Turkish Nature Conservation Law (Law No. 2872), and any seasonal restrictions imposed by the Ankara Provincial Directorate of Forestry. The contractor shall obtain all necessary permits prior to commencing field activities.
5.4 Intellectual property rights in all reports, datasets, and GIS layers produced under this engagement shall vest in the client upon full payment. The Biologist and the consulting firm retain the right to publish anonymized scientific findings in peer-reviewed journals, subject to a 60-day prior written notice to the client.
5.5 Force majeure events, including but not limited to natural disasters, government-mandated lockdowns, or epidemics affecting the Ankara metropolitan area, shall suspend the project timeline without penalty to either party. The Quotation Estimate financial terms shall remain unchanged unless the suspension exceeds 90 consecutive days, in which case both parties shall negotiate a revised schedule and cost adjustment in good faith.
5.6 Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration in Ankara, Turkey, in accordance with the rules of the Istanbul Arbitration Institute (ISTAC), conducted in the Turkish language.
