This Quotation Estimate is issued in response to the formal request submitted by Société Industrielle du Congo (SIC) S.A. for the engagement of a qualified Chemical Engineer to provide comprehensive technical consultancy services for the design, optimization, and commissioning of a new water treatment and chemical processing facility located in the industrial zone of DR Congo Kinshasa. The scope encompasses all phases of the project from initial feasibility assessment through to final operational handover.
The Chemical Engineer shall be responsible for the following deliverables:
- Conduct a full site assessment and environmental impact review of the proposed facility location in Kinshasa, DR Congo, in compliance with the national environmental regulations of the Democratic Republic of Congo.
- Design and develop complete process flow diagrams (PFDs), piping and instrumentation diagrams (P&IDs), and equipment specifications for the chemical processing unit.
- Perform hydraulic calculations, material balance analyses, and thermodynamic evaluations for the water treatment and chemical synthesis processes.
- Prepare a detailed Health, Safety, and Environment (HSE) plan tailored to the operational conditions in DR Congo Kinshasa, including chemical storage, handling, and emergency response protocols.
- Provide technical supervision during the construction and installation phase, including vendor audits and quality control inspections.
- Oversee the commissioning, start-up, and performance testing of all chemical processing equipment.
- Deliver a comprehensive operations and maintenance manual, along with training sessions for local technical staff in Kinshasa.
- Issue a final project report and certification of compliance with all applicable DR Congo industrial and chemical safety standards.

The total amount stated in this Quotation Estimate shall be disbursed according to the following milestone-based payment schedule:

- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision due to market fluctuations in DR Congo Kinshasa.
- All payments shall be made in US Dollars via bank transfer to the account designated by the Chemical Engineer. Late payments shall attract a penalty of 1.5% per month.
- The Chemical Engineer shall maintain full professional liability insurance valid throughout the duration of the engagement in DR Congo Kinshasa.
- Any changes to the scope of work must be documented in a formal change order signed by both parties before additional work commences.
- The Chemical Engineer shall comply with all applicable laws, regulations, and industrial codes of the Democratic Republic of Congo, including those governing chemical handling and environmental protection.
- Confidentiality: All technical data, process designs, and proprietary information shared during this engagement shall remain the exclusive property of the Client. The Chemical Engineer agrees to a non-disclosure period of five (5) years post-completion.
- Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration in Kinshasa, DR Congo, in accordance with the rules of the International Chamber of Commerce (ICC).
- The Chemical Engineer reserves the right to withdraw from this Quotation Estimate if the Client fails to make the advance payment within fourteen (14) days of contract execution.
