1. Purpose and Scope of This Quotation Estimate
This Quotation Estimate is formally issued to provide a comprehensive, itemized breakdown of professional fees, technical deliverables, and associated costs for the engagement of a qualified Chemical Engineer to support industrial process design, plant optimization, and environmental compliance activities within the Ethiopia Addis Ababa metropolitan and peri-urban industrial corridor. The scope encompasses all engineering consultancy services required to bring the client's manufacturing facility into full operational readiness in accordance with Ethiopian national standards (ES 55:2023) and applicable international chemical engineering codes.
2. Detailed Scope of Services – Chemical Engineer Engagement
The Chemical Engineer engaged under this Quotation Estimate shall perform the following duties in and around Ethiopia Addis Ababa:
- Conduct a full process safety review (PSR) of the existing 12,000 m² production facility located in the Adama Industrial Park extension zone.
- Design and specify a new wastewater treatment system (WWTS) with a capacity of 500 m³/day, compliant with Ethiopian Environmental Protection Authority (EPA) discharge limits.
- Prepare a complete Process & Instrumentation Diagram (P&ID) package for the proposed 200-tonne-per-day ethanol distillation unit.
- Perform heat and mass balance calculations, equipment sizing, and hydraulic analysis for all process piping (Schedule 40, ASME B31.3).
- Develop a Hazard and Operability Study (HAZOP) report and a Quantitative Risk Assessment (QRA) for the chemical storage yard.
- Provide on-site supervision and commissioning support for a minimum of 45 working days within the Ethiopia Addis Ababa project site.
- Deliver a final as-built documentation package and a 12-month post-commissioning warranty support plan.

4. Payment Schedule
- Milestone 1 (30%): Upon signing of the service agreement and receipt of the approved Quotation Estimate – ETB 2,333,925.
- Milestone 2 (25%): Upon delivery of the HAZOP report, P&ID package, and WWTS design documents – ETB 1,944,938.
- Milestone 3 (25%): Upon completion of on-site commissioning and handover of as-built documentation – ETB 1,944,938.
- Milestone 4 (20%): Upon successful completion of the 12-month warranty period with no unresolved critical defects – ETB 1,555,950.
5. Terms and Conditions
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any request for extension must be submitted in writing to the undersigned Chemical Engineer prior to expiry.
- All engineering services shall be performed in strict compliance with the Ethiopian Engineering and Architecture Proclamation (No. 1086/2018) and the professional code of conduct of the Ethiopian Engineering Society.
- The Chemical Engineer and all supporting personnel shall hold valid professional licenses issued by the Ethiopian Ministry of Water, Irrigation and Energy (or equivalent regulatory body) and shall maintain professional indemnity insurance of not less than ETB 10,000,000.
- Intellectual property rights in all design documents, calculations, and reports generated under this engagement shall vest in the client upon full payment. The Chemical Engineer retains the right to reference the project in professional portfolios with client written consent.
- Any change in scope, additional site visits beyond Ethiopia Addis Ababa, or extended commissioning periods shall be subject to a formal variation order and a revised Quotation Estimate prior to execution.
- Disputes arising from this agreement shall be resolved through mediation under the Addis Ababa City Commercial Court, and failing that, by arbitration in accordance with the Ethiopian Arbitration Proclamation (No. 1229/2020).
- The client shall provide safe access to the project site, all existing plant data, utility connection points, and a dedicated project liaison officer throughout the duration of the Chemical Engineer's engagement.
6. Acceptance and Authorization
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, scope, and pricing outlined herein for the engagement of the Chemical Engineer in Ethiopia Addis Ababa.
