This Quotation Estimate is issued by Siam Chemical Engineering Consultants Co., Ltd. to provide comprehensive Chemical Engineer professional services for the design, optimization, and commissioning support of a new petrochemical processing unit located in the Thailand Bangkok metropolitan industrial corridor. The scope encompasses the following deliverables:
- Process flow diagram (PFD) and piping and instrumentation diagram (P&ID) development for a 50,000-tonne-per-year ethylene glycol production line.
- Thermodynamic and reaction kinetics modeling for the oxidation and hydration reactors, including heat and mass balance calculations compliant with Thai Industrial Standards Institute (TISI) regulations.

- Advance Payment: 30% of the total Quotation Estimate value (THB 2,856,900) due within 14 calendar days of signed acceptance, to be remitted via bank transfer to the account specified on the invoice.
- Milestone Payments: 40% (THB 3,809,200) payable in two equal installments upon completion of (a) detailed process design and P&ID approval, and (b) completion of HAZOP and regulatory compliance documentation.
- Final Payment: 30% (THB 2,856,900) payable upon successful commissioning, completion of operator training, and handover of the full technical data package at the Thailand Bangkok project site.
- All payments are subject to a 30-day net payment term from the date of invoice issuance. Late payments shall accrue interest at the rate of 1.5% per month as stipulated under Thai commercial law.
- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates and availability of the Chemical Engineer team are subject to re-evaluation.
- All engineering services shall be performed in strict compliance with the Thai Factory Act, the Workmen's Compensation Act, and applicable Ministry of Industry regulations governing the Thailand Bangkok metropolitan area.
- The Chemical Engineer team assigned to this project shall hold valid professional engineering licenses (PE) registered with the Council of Engineers, Thailand, and relevant industry certifications (e.g., CCPE, PSM).
- Intellectual property rights for all process designs, simulation models, and technical documentation developed under this engagement shall vest in the client upon full payment. The consulting firm retains the right to use anonymized project data for internal reference and academic publication.
- Any change in scope exceeding 10% of the original Quotation Estimate value shall require a formal change order signed by both parties before additional work commences.
- Force majeure events, including but not limited to natural disasters, government-mandated shutdowns, or public health emergencies affecting the Thailand Bangkok region, shall extend the project timeline on a day-for-day basis without penalty to either party.
- Disputes arising from this Quotation Estimate shall be resolved through arbitration under the rules of the Thai Arbitration Institute, with the seat of arbitration in Bangkok, Thailand.
- This document constitutes the entire agreement between the parties regarding the scope, cost, and terms of the Chemical Engineer services described herein and supersedes all prior negotiations, representations, or agreements.
