1. Scope of Work – Chemical Engineer Services in Turkey Istanbul
This Quotation Estimate is issued by Meridian Process Engineering Ltd. to provide comprehensive Chemical Engineer consulting, process design, and operational advisory services for the client's new polymer production facility situated in the Tuzla Industrial District of Turkey Istanbul. The scope encompasses all engineering disciplines related to chemical process development, reactor sizing, heat and mass transfer analysis, safety compliance, and environmental impact assessment as mandated by the Republic of Turkey's Ministry of Environment, Urbanization and Climate Change regulations applicable to the Istanbul metropolitan area.

3. Terms and Conditions of This Quotation Estimate
3.1 Validity: This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, all rates, particularly those tied to the Turkish Lira exchange rate and prevailing chemical engineering labour costs in Turkey Istanbul, are subject to revision.
3.2 Payment Schedule: 30% advance payment upon acceptance of this Quotation Estimate; 40% upon completion of the detailed design phase (Items 2 and 3); 20% upon successful commissioning (Item 6); and 10% upon completion of the first quarterly advisory visit (Item 7). All payments shall be made in Turkish Lira (TRY) via bank transfer to the account of Meridian Process Engineering Ltd., Ziraat Bankası, Istanbul Şişli Branch.
3.3 Intellectual Property: All process designs, simulation files, P&IDs, and safety reports produced by the Chemical Engineer team remain the exclusive property of the client upon full payment. Meridian Process Engineering Ltd. retains the right to reference the project in its portfolio with the client's written consent.
3.4 Regulatory Compliance: The Chemical Engineer services described herein shall comply with all applicable regulations of the Republic of Turkey, including but not limited to the Industrial Safety and Health Law (Law No. 6331), the Environmental Law (Law No. 2872), and the specific zoning and emission permits required for chemical processing facilities in the Turkey Istanbul metropolitan area.
3.5 Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, government-mandated shutdowns in Turkey Istanbul, or supply chain disruptions affecting chemical raw materials.
3.6 Dispute Resolution: Any disputes arising from this Quotation Estimate shall be resolved through arbitration in Istanbul, Turkey, in accordance with the rules of the Istanbul Arbitration Centre (ISTAC). The governing law shall be the laws of the Republic of Turkey.
3.7 Confidentiality: Both parties agree to maintain strict confidentiality regarding all technical data, process parameters, and commercial information exchanged during the engagement. This obligation survives the termination of the contract for a period of five (5) years.
4. Acceptance and Authorization
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the scope, pricing, and terms outlined for the Chemical Engineer services to be delivered in Turkey Istanbul. This document constitutes a binding offer upon countersignature by both parties.
