This Quotation Estimate is issued by Gulf Coast Engineering Solutions LLC to provide comprehensive Chemical Engineer consulting services for Meridian Petrochemical Processing Corp. The engagement is based in and will be performed primarily in United States Houston, Texas, and its surrounding industrial corridor. The scope encompasses the following deliverables:
- Process design review and optimization for the existing ethylene oxide production unit at the client's United States Houston facility.
- Thermodynamic and reaction kinetics modeling to improve yield by an estimated 4–6 percent.
- Preparation of a detailed Process Safety Hazard Analysis (PSHA) in compliance with OSHA 29 CFR 1910.119 and EPA RMP regulations applicable to United States Houston operations.
- Development of a capital expenditure (CAPEX) plan for the proposed 12,000 BPD capacity expansion, including equipment sizing, P&ID development, and materials selection.

- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiration date, pricing and availability of the Chemical Engineer team are subject to re-evaluation.
- All services will be performed in accordance with the professional standards of the Texas Board of Professional Engineers, Land Surveyors, and Geologists, and all applicable federal and state regulations governing chemical engineering practice in United States Houston.
- The Chemical Engineer of record (PE License TX-2019-44871) shall personally oversee all critical design calculations and sign off on all stamped drawings and reports.
- Client is responsible for providing safe access to the United States Houston facility, all necessary process data, historical operating records, and any third-party vendor documentation required for the scope of work.
- Any change in scope exceeding ten percent (10%) of the original estimate will require a written change order signed by both parties before additional work commences.
- Payment terms are Net 30 days from invoice date. Late payments shall accrue interest at 1.5% per month.
- All intellectual property, process models, and engineering documents produced under this engagement shall become the sole property of the client upon full payment.
- This Quotation Estimate does not constitute a binding contract until a formal Statement of Work (SOW) is executed by both parties.
- Gulf Coast Engineering Solutions LLC carries Professional Liability Insurance of $5,000,000 per occurrence and Workers' Compensation coverage as required by Texas law for all personnel working in United States Houston.
- Disputes arising from this engagement shall be resolved through binding arbitration in Harris County, United States Houston, Texas, in accordance with the rules of the American Arbitration Association.
By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Gulf Coast Engineering Solutions LLC to proceed with the described Chemical Engineer services at the United States Houston facility upon execution of the formal Statement of Work.
