2. Scope of Work – Civil Engineer Services

This Quotation Estimate is prepared by ACEIS to provide comprehensive Civil Engineer consultancy and supervision services for the construction of a multi-storey residential and commercial complex in Afghanistan Kabul. The scope encompasses all phases of the project lifecycle, from preliminary design through to final handover, ensuring full compliance with Afghan national building codes, seismic design requirements specific to the Kabul region, and international engineering standards applicable to the Afghanistan Kabul metropolitan area.

The designated Civil Engineer team will consist of a Lead Structural Engineer, a Geotechnical Engineer, a Water and Sanitation Engineer, and two Site Supervision Engineers. All personnel will be resident in Afghanistan Kabul for the duration of the project to ensure continuous oversight and rapid response to any structural or site-specific challenges.

4. Payment Schedule

Payment for the services outlined in this Quotation Estimate shall be made in the following installments, tied to verified milestones of the Civil Engineer deliverables:

5. Terms and Conditions

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be revised due to fluctuations in material costs and labor rates within Afghanistan Kabul.
All Civil Engineer services shall be performed in strict accordance with the Afghan National Building Code (ANBC) and the seismic design provisions applicable to the Kabul metropolitan zone (Seismic Zone 3).
The Civil Engineer team shall maintain a minimum of 90% on-site presence during all active construction phases in Afghanistan Kabul.
Any variation in scope exceeding 10% of the original contract value shall require a written amendment to this Quotation Estimate signed by both parties.
ACEIS shall provide a structural warranty of ten (10) years and a services warranty of two (2) years from the date of final handover.
All payments shall be made in Afghan Afghani (AFN) via bank transfer to the account designated in the contract annexure. International payments, if applicable, shall be subject to prevailing exchange rates in Afghanistan Kabul.
Disputes arising from this Quotation Estimate shall be resolved through mediation in Kabul, Afghanistan, in accordance with the Afghan Commercial Arbitration Law.
ACEIS reserves the right to suspend services if payment is overdue by more than fifteen (15) business days.

Note: This Quotation Estimate does not include the cost of construction materials, labor for actual building works, or third-party testing beyond those specified. The Civil Engineer fee covers professional design, supervision, and quality control services only. All work is subject to the prevailing security and operational conditions in Afghanistan Kabul. 6. Acceptance and Authorization

By signing below, both parties acknowledge and accept the terms, scope, and pricing set forth in this Quotation Estimate for Civil Engineer services to be delivered in Afghanistan Kabul.
