1. Purpose of This Quotation Estimate
This Quotation Estimate is issued by BC Pacific Civil Engineering Ltd. to provide a comprehensive and itemized cost breakdown for the professional services of a licensed Civil Engineer and associated engineering team. The scope of work pertains to the design, analysis, and regulatory compliance of civil infrastructure improvements located within the City of Vancouver, British Columbia, Canada. This document serves as a formal Quotation Estimate for the client's review, approval, and subsequent execution of a professional services agreement. All rates and deliverables outlined herein are specific to the Canada Vancouver metropolitan area and reflect current 2025 market conditions, applicable provincial regulations, and municipal bylaws governing civil engineering practice in the region.
2. Scope of Civil Engineer Services
The following scope of work has been defined in consultation with the client and aligns with the standards set forth by the Professional Engineers and Geoscientists of British Columbia (PEO BC) and the City of Vancouver's Development and Building Bylaw:
- Site Investigation & Geotechnical Review: The assigned Civil Engineer will conduct a comprehensive review of existing geotechnical reports, topographic surveys, and hydrological data for the Kitsilano coastal parcel. This includes assessment of soil bearing capacity, groundwater conditions, and seismic hazard classification per the Vancouver Seismic Hazard Map.
- Stormwater Management Design: Development of a complete stormwater drainage and detention system design, including pipe sizing, culvert selection, detention basin geometry, and infiltration facility layouts compliant with the City of Vancouver's Stormwater Management Manual.
- Structural & Geotechnical Design: Design of retaining walls, seawall reinforcement, and foundation systems to resist lateral earth pressures, wave loading, and seismic forces as prescribed by the National Building Code of Canada (NBC) and BC Building Code.

4. Terms and Conditions of This Quotation Estimate
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, all rates and availability of the Civil Engineer team are subject to re-evaluation.
- All fees are quoted in Canadian Dollars (CAD) and are inclusive of the Civil Engineer's professional liability insurance, PEO BC membership, and standard office overhead. Travel expenses within the City of Vancouver, Canada Vancouver, are included. Travel outside the 604/778 area code will be billed at cost.
- Payment shall be made in accordance with the following schedule: 20% upon execution of the professional services agreement, 30% upon completion of design documentation, 30% upon issuance of the construction permit, and 20% upon final completion and handover of as-built drawings.
- The Civil Engineer and BC Pacific Civil Engineering Ltd. shall not be liable for delays caused by municipal review timelines, third-party consultant unavailability, or force majeure events beyond reasonable control.
- All design deliverables shall comply with the National Building Code of Canada, the BC Building Code, the City of Vancouver Zoning and Development Bylaw, and applicable federal and provincial environmental regulations.
- This Quotation Estimate does not constitute a binding contract until a formal Professional Services Agreement is executed by both parties. The terms herein are incorporated by reference into such an agreement.
- Any changes to the scope of work beyond the parameters described in Section 2 shall be subject to a revised Quotation Estimate issued by the Civil Engineer prior to commencement of additional work.
5. Acceptance and Authorization
By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes BC Pacific Civil Engineering Ltd. to proceed with the engagement of the Civil Engineer team for the services described herein, subject to the terms and conditions stated above.
