1. Introduction and Scope of Services

This Quotation Estimate is issued by Afya Civil Engineering Consultancy Ltd., a registered Civil Engineer practice operating in Tanzania Dar es Salaam, in response to the written request from Mwalimu Housing Development Corporation Ltd. for professional Civil Engineer services pertaining to the design, supervision, and structural assessment of a four-storey residential building located in the Mbezi Beach area of Dar es Salaam, Tanzania. The scope of work encompasses all phases of the Civil Engineer engagement, including preliminary site investigation, structural design, preparation of construction drawings, quantity surveying, and on-site construction supervision in full compliance with the Building Regulations of Tanzania (Cap. 113), the Tanzania Building Code, and the standards issued by the Tanzania Standards Bureau (TSB).

All amounts are quoted in Tanzanian Shillings (TZS). VAT is applied in accordance with the Value Added Tax Act, Cap. 342 of the Laws of Tanzania. This Quotation Estimate does not include any withholding tax obligations that may apply under Tanzanian tax law.

3. Payment Terms

Payment for the Civil Engineer services outlined in this Quotation Estimate shall be made in the following instalments, all payable within fourteen (14) calendar days of invoice issuance:

30% advance payment (TZS 26,125,200) upon signing of the professional services agreement and receipt of the signed Quotation Estimate.
40% progress payment (TZS 34,833,600) payable upon completion of structural design, approval of construction drawings by the Dar es Salaam City Council, and commencement of on-site supervision.
30% final payment (TZS 26,125,200) payable upon completion of the construction period, submission of as-built documents, and issuance of the final structural certification by the supervising Civil Engineer.

4. Terms and Conditions

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, Afya Civil Engineering Consultancy Ltd. reserves the right to revise the pricing due to fluctuations in material costs, exchange rates, or regulatory changes within Tanzania.
All Civil Engineer services shall be performed in strict adherence to the Building Regulations of Tanzania, the Tanzania Building Code, and applicable standards of the Tanzania Standards Bureau. The supervising Civil Engineer shall hold a valid Practising Certificate issued by the Tanzania Council of Professional Engineers.
The project site is located in the Mbezi Beach area of Dar es Salaam, Tanzania. The client shall provide the Civil Engineer team with safe access to the site, adequate working space, and all necessary permits from the Dar es Salaam City Council prior to commencement of works.
Any variation in the scope of work beyond what is described in this Quotation Estimate shall be subject to a supplementary Quotation Estimate issued in writing by the Civil Engineer and approved by the client before execution.
The Civil Engineer shall provide weekly progress reports and monthly supervision reports to the client. All reports shall be submitted in both English and Swahili as required by Tanzanian regulatory authorities.
Disputes arising from this Quotation Estimate or the subsequent professional services agreement shall be resolved through mediation in Dar es Salaam, Tanzania, in accordance with the Arbitration Act, Cap. 20 of the Laws of Tanzania. The courts of Dar es Salaam shall have exclusive jurisdiction.
This Quotation Estimate does not constitute a binding contract until a formal Professional Services Agreement is executed by both parties. Acceptance of this Quotation Estimate by the client shall be indicated by signing and returning the acceptance section below.

5. Acceptance

By signing below, the client acknowledges receipt of this Quotation Estimate for Civil Engineer services in Tanzania Dar es Salaam and agrees to the terms and conditions set forth herein.
