2. Scope of Work
This Quotation Estimate is issued by Meridian Civil Engineering Ltd. in response to the formal request for professional services from the West Midlands Infrastructure Authority. The scope encompasses the full structural assessment, diagnostic surveying, and remediation design of the Aston Expressway underpass structure located in United Kingdom Birmingham. Our team of qualified Civil Engineer professionals will undertake the following deliverables:
- Comprehensive visual and non-destructive testing (NDT) of all structural elements including reinforced concrete deck slabs, steel girders, and bearing pads.

4. Programme & Milestones
The anticipated duration for this Quotation Estimate scope is approximately 14 calendar weeks from the date of contract execution. Key milestones include: completion of the NDT and geotechnical survey by Week 4; delivery of the structural analysis report by Week 8; submission of the remediation design package by Week 12; and final report handover by Week 14. All site activities will be coordinated with the relevant Highways England and Birmingham City Council traffic management authorities to ensure minimal disruption to the A4032 corridor in United Kingdom Birmingham.
5. Terms & Conditions
5.1 This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Upon expiry, all rates and availability must be reconfirmed in writing.
5.2 Payment terms: 30% advance deposit upon contract signature; 40% upon delivery of the structural analysis report; 30% upon final report acceptance. All invoices are payable within twenty-eight (28) days of issue in accordance with the Late Payment of Commercial Debts (Interest) Act 1998.
5.3 This estimate is based on the information available at the time of preparation. Should the Civil Engineer team identify unforeseen structural defects, hidden contamination, or access restrictions during the survey phase, a supplementary variation order will be issued prior to any additional work commencing.
5.4 All design work shall comply with the Building Regulations (England and Wales), the Highways Act 1980, and the relevant Eurocode standards as adopted in the United Kingdom. The Civil Engineer responsible for the design shall provide a Design Statement in accordance with the CDM Regulations 2015.
5.5 Meridian Civil Engineering Ltd. maintains Professional Indemnity Insurance of not less than £5,000,000 per claim. A certificate of insurance shall be provided upon request.
5.6 This Quotation Estimate does not constitute a binding contract until a formal appointment letter or contract has been executed by both parties. All work is subject to the standard terms of the Institution of Civil Engineers (ICE) Conditions of Contract for Consultancy Services, 2016 Edition.
5.7 The client acknowledges that the rates quoted reflect the current market conditions for Civil Engineer services in the United Kingdom Birmingham region and are subject to adjustment should the project duration extend beyond the stated programme by more than four (4) weeks.
