This Quotation Estimate is issued by Meridian Civil Engineering & Infrastructure Group (hereinafter referred to as "the Civil Engineer firm") in response to the formal request for professional services submitted by the City of Chicago Department of Transportation. The purpose of this Quotation Estimate is to provide a comprehensive, itemized breakdown of all costs associated with the Civil Engineer services required for the Wacker Drive Structural Rehabilitation and Traffic Management project located in the Loop District of Chicago, Illinois, United States.
The Civil Engineer firm has conducted a preliminary site assessment of the Wacker Drive corridor and has determined that the scope of work encompasses structural inspection, geotechnical analysis, traffic flow modeling, environmental compliance review, and the preparation of full construction drawings and specifications. All services described in this Quotation Estimate shall be performed in strict accordance with the Illinois Department of Transportation (IDOT) standards, the Chicago Department of Transportation design guidelines, and the applicable building codes of the State of Illinois and the City of Chicago.

This Quotation Estimate contemplates the following payment milestones, subject to satisfactory completion and written acceptance of each deliverable by the City of Chicago Department of Transportation:
- Milestone 1 (20% – $69,190.00): Upon execution of the professional services agreement and commencement of the structural inspection and geotechnical investigation phases.
- Milestone 2 (25% – $86,487.50): Upon delivery of the 60% design package, including preliminary structural calculations and traffic modeling results.
- Milestone 3 (25% – $86,487.50): Upon delivery of the 100% construction drawings, final specifications, and all required permits for the United States Chicago project site.
- Milestone 4 (25% – $86,487.50): Upon completion of construction-phase Civil Engineer supervision, final as-built documentation, and project closeout.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiration date, all rates and fees are subject to revision based on prevailing market conditions in the United States Chicago engineering services sector.
- All Civil Engineer services shall be performed by licensed Professional Engineers (P.E.) registered with the Illinois Department of Financial and Professional Regulation. The lead Civil Engineer of record for this project shall be David R. Kowalski, P.E., License No. 112.0045872.
- The Civil Engineer firm shall maintain Professional Liability (Errors & Omissions) insurance in the amount of no less than $5,000,000 per occurrence and $10,000,000 aggregate, naming the City of Chicago as an additional insured.
- All deliverables shall comply with the Chicago Building Code (2021 edition), IDOT Design Manual, and applicable federal regulations including the National Environmental Policy Act (NEPA) and the Clean Water Act as administered by the U.S. Army Corps of Engineers, Chicago District.
- The Civil Engineer firm reserves the right to issue a supplemental Quotation Estimate should the scope of work be materially altered by the client beyond the parameters described herein. Any such change shall be documented in a written Change Order signed by both parties.
- Payment terms are Net 30 days from the date of invoice. Late payments shall accrue interest at the rate of 1.5% per month, in accordance with the Illinois Prompt Payment Act (735 ILCS 5/27-1 et seq.).
- This Quotation Estimate does not constitute a binding contract until a formal Professional Services Agreement is executed by both parties. All terms herein are subject to the final contract language.
- Disputes arising from this Quotation Estimate or the resulting services agreement shall be governed by the laws of the State of Illinois and shall be subject to the exclusive jurisdiction of the courts located in Cook County, Chicago, Illinois, United States.
