This Quotation Estimate is issued by Meridian Technical Solutions LLC to formally present the cost, scope, and terms for the engagement of a qualified Computer Engineer to support Gulf Coast Energy Systems Inc. in the design, implementation, and maintenance of industrial automation control systems. All services described herein will be performed in and around the United States Houston metropolitan area, in compliance with applicable Texas state regulations and federal standards. This document constitutes a binding proposal only upon written acceptance by both parties.
The Computer Engineer engaged under this Quotation Estimate will be responsible for the following deliverables and activities within the United States Houston operational zone:
- Design and architecture of SCADA and PLC-based control systems for the client's petrochemical processing facilities located in the United States Houston industrial corridor.
- Development of custom firmware and embedded software for proprietary sensor arrays and actuator networks.
- Integration of legacy hardware with modern IoT-enabled monitoring platforms, ensuring seamless data flow across the client's distributed operations in United States Houston and surrounding counties.
- Performance benchmarking, stress testing, and optimization of existing computer engineering infrastructure to reduce mean-time-to-failure by a minimum of 25 percent.
- Preparation of comprehensive technical documentation, including system schematics, API specifications, and operational runbooks.
- On-site troubleshooting and emergency response support within a 4-hour service window for all facilities in the United States Houston area.
- Monthly progress reporting and quarterly strategic reviews with the client's engineering leadership team.
- Mentorship and knowledge transfer sessions for the client's in-house technical staff to ensure long-term operational independence.

Payment for the services outlined in this Quotation Estimate shall be made in accordance with the following milestone-based schedule. All invoices are payable within thirty (30) days of receipt. Late payments shall accrue interest at 1.5 percent per month as permitted under Texas Business & Commerce Code.
- Milestone 1 (25%): Upon execution of the master services agreement – $56,576.86
- Milestone 2 (30%): Upon completion of system architecture and design phase – $67,892.24
- Milestone 3 (25%): Upon successful integration and commissioning – $56,576.86
- Milestone 4 (20%): Upon final acceptance and delivery of all documentation – $45,261.49
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiration date, all rates and availability are subject to re-evaluation.
- All work performed by the Computer Engineer team shall comply with IEEE standards, NERC CIP requirements, and all applicable regulations of the State of Texas and the United States federal government.
- Meridian Technical Solutions LLC shall maintain professional liability insurance of no less than $2,000,000 per occurrence, with Gulf Coast Energy Systems Inc. named as an additional insured.
- Intellectual property developed specifically for the client under this engagement shall be the sole property of Gulf Coast Energy Systems Inc. upon full payment. Pre-existing tools, methodologies, and frameworks remain the property of Meridian Technical Solutions LLC.
- Either party may terminate this agreement with thirty (30) days written notice. In the event of early termination, the client shall pay for all work completed through the termination date plus a 10 percent transition fee.
- All on-site work in the United States Houston area shall adhere to OSHA safety regulations and the client's site-specific safety protocols. The Computer Engineer personnel will complete all required site safety inductions prior to commencing work.
- Confidentiality: Both parties agree to maintain strict confidentiality of all proprietary information exchanged during the course of this engagement, in accordance with the mutual Non-Disclosure Agreement executed concurrently with this Quotation Estimate.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of the State of Texas, with jurisdiction in the Harris County District Courts, United States Houston.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and cost figures presented in this Quotation Estimate for Computer Engineer services to be delivered in the United States Houston area.
