The Computer Engineer assigned to this project will hold a valid New York State Professional Engineer (P.E.) license in the field of Computer Engineering (License No. PE-CE-2019-4471) and will possess a minimum of twelve (12) years of progressive experience in enterprise-level computing infrastructure, network architecture, and cybersecurity systems. The scope of engagement is specifically tailored to the operational requirements of a mid-size financial institution operating out of the United States New York City metropolitan area.

- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiration date, all rates and availability of the Computer Engineer must be reconfirmed in writing.
- All work will be performed by a licensed Computer Engineer operating under the professional standards of the New York State Education Department, Office of the Professions. The engineer will maintain professional liability insurance with a minimum coverage of $2,000,000 per occurrence.
- Payment terms: 30% upon execution of the contract, 40% upon completion of the design and implementation phase, and 30% upon final acceptance. The monthly retainer for ongoing support (Item 7) shall be invoiced on the first business day of each month.
- All deliverables, including technical documentation, architecture diagrams, and compliance reports, shall be the exclusive property of the client upon full payment. The Computer Engineer retains the right to reference the project in professional portfolios with client written consent.
- This engagement is governed by the laws of the State of New York. Any disputes arising from this Quotation Estimate or the resulting contract shall be resolved through binding arbitration in United States New York City, in accordance with the rules of the American Arbitration Association.
- The client agrees to provide reasonable access to all relevant facilities, systems, and personnel within the United States New York City premises during normal business hours (8:00 AM – 6:00 PM, Monday through Friday). After-hours work will be billed at 1.5x the standard hourly rate.
- Meridian Technical Solutions LLC reserves the right to substitute the assigned Computer Engineer with a qualified equivalent should unforeseen circumstances arise, provided the substitute meets or exceeds the stated qualifications and the client is notified at least five (5) business days in advance.
- All estimates are based on current information available at the time of this Quotation Estimate. Material changes in scope, regulatory requirements, or market conditions may necessitate a revised estimate, which will be issued as a formal amendment to this document.
- This Quotation Estimate does not constitute a binding contract until both parties have executed a formal Service Agreement incorporating the terms herein. Acceptance of this estimate does not obligate either party to proceed.
By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes Meridian Technical Solutions LLC to proceed with the engagement of the Computer Engineer as described herein, subject to the terms and conditions stated above. All services will be rendered in United States New York City and in compliance with all applicable local, state, and federal laws.
