This Quotation Estimate is formally submitted by EdTech Solutions & Academic Consulting (Pvt.) Ltd., a registered educational consultancy firm headquartered in Pakistan Islamabad, in response to the Request for Proposal (RFP) reference number FBISE/CUR/2025/112. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Curriculum Developer to design, review, and modernize the secondary and intermediate level curriculum frameworks currently administered by the Federal Board of Intermediate & Secondary Education in Islamabad.
The Curriculum Developer services outlined in this Quotation Estimate are tailored specifically to the academic, cultural, and regulatory environment of Pakistan Islamabad, ensuring full alignment with the National Curriculum Framework 2022, the Pakistan Education Policy 2021, and the specific pedagogical requirements of the Federal Board's examination structure.
The Curriculum Developer engaged under this Quotation Estimate shall perform the following duties and deliverables over a period of twelve (12) months, commencing from the date of contract execution in Islamabad:
- Conduct a comprehensive needs assessment of the existing curriculum across all subject streams (Science, Pre-Medical, Pre-Engineering, Arts, and Commerce) for Classes IX through XII.
- Design and develop updated curriculum frameworks, learning outcomes, and competency-based assessment rubrics aligned with the National Curriculum Framework 2022.
- Develop detailed unit-wise lesson plans, teaching guides, and pedagogical resource materials for all core and elective subjects.
- Integrate technology-enhanced learning modules and digital assessment tools suitable for the educational infrastructure available in Islamabad and surrounding regions.
- Organize and facilitate a minimum of six (6) stakeholder workshops in Islamabad, including sessions with subject teachers, school principals, education officers, and parent representatives.
- Prepare a final Curriculum Development Report with implementation roadmaps, teacher training modules, and evaluation criteria.
- Provide ongoing technical support and curriculum revision assistance for a period of three (3) months post-delivery.

Payment for the Curriculum Developer services described in this Quotation Estimate shall be made in the following installments, payable via bank transfer to the account of EdTech Solutions & Academic Consulting (Pvt.) Ltd., Meezan Bank, F-8 Branch, Islamabad:
- Milestone 1 (25%): Upon signing of the Service Agreement and submission of the detailed Work Plan – PKR 2,908,700
- Milestone 2 (25%): Upon completion and approval of the Needs Assessment Report – PKR 2,908,700
- Milestone 3 (25%): Upon delivery of Curriculum Frameworks, Lesson Plans, and Digital Modules – PKR 2,908,700
- Milestone 4 (25%): Upon submission of the Final Curriculum Development Report and completion of all workshops – PKR 2,908,700
5.1 This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision due to market fluctuations in Pakistan Islamabad.
5.2 The Curriculum Developer shall be an independent contractor and not an employee of the Client. All intellectual property rights in the developed curriculum materials shall vest with the Client upon full and final payment.
5.3 The Client shall provide reasonable access to existing curriculum documents, examination records, and relevant data repositories located at the FBISE offices in Islamabad.
5.4 Any changes in scope beyond the deliverables listed in Section 2 shall be subject to a separate written amendment and additional cost estimate.
5.5 All work shall be performed in accordance with the laws of the Islamic Republic of Pakistan, and any disputes arising from this engagement shall be resolved through arbitration in Islamabad under the Arbitration Act, 1940.
5.6 The Curriculum Developer shall maintain strict confidentiality regarding all proprietary data, examination patterns, and internal documents of the Client.
5.7 This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
Note: All costs quoted in this Quotation Estimate are in Pakistani Rupees (PKR) and are exclusive of any withholding tax as may be applicable under the Income Tax Ordinance, 2001. The Curriculum Developer shall be responsible for their own professional indemnity insurance.For and on behalf of:
