This Quotation Estimate is prepared specifically for Northgate Import & Export Ltd. to outline the professional services of a licensed Customs Officer engaged to manage, facilitate, and oversee all customs clearance operations at the Canada Vancouver port of entry, including the Vancouver International Airport (YVR) and the Port of Vancouver (Vancouver Fraser Port Authority). The scope encompasses import and export documentation review, tariff classification, duty and tax calculation, compliance with the Canada Border Services Agency (CBSA) regulations, and coordination with the Canada Revenue Agency (CRA) for Goods and Services Tax (GST) and Harmonized Sales Tax (HST) remittance.

The Customs Officer assigned under this engagement will hold a valid CBSA-recognized customs broker license, possess a minimum of eight (8) years of experience in cross-border trade between Canada and the United States, and be fully versed in the Customs Act, the Customs Tariff, the Food and Drug Regulations, and all applicable provincial regulations within British Columbia. All services will be rendered in the Canada Vancouver metropolitan area, with primary operations based at the client's warehouse facility on West Broadway and secondary operations at the YVR cargo terminal.

  • This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, all rates and availability of the Customs Officer must be reconfirmed in writing.
  • Payment terms: 50% of the monthly retainer is due on the 1st of each month; per-entry and per-document fees are invoiced monthly in arrears. All payments are due within thirty (30) days of invoice date.
  • The Customs Officer shall comply with all federal and provincial regulations applicable to customs operations in Canada Vancouver, including but not limited to the Customs Act (R.S.C., 1985, c. 1 (4th Supp.)), the Customs Tariff, and the Canada Border Services Agency operational directives.
  • Any services exceeding the quantities outlined in Section 3 will be billed at the published unit rates or at mutually agreed-upon rates in writing prior to execution.
  • This Quotation Estimate does not constitute a binding contract. A formal Service Agreement must be executed by both parties before any work commences.
  • The client acknowledges that the Customs Officer operates under the supervision and authority of the CBSA and that all filings are subject to CBSA review, audit, and potential reassessment.
  • Force majeure events, including but not limited to port strikes, government shutdowns, or natural disasters affecting the Canada Vancouver region, may result in service interruptions without penalty to either party.
  • All confidential trade data, shipment manifests, and client proprietary information handled by the Customs Officer are subject to a strict Non-Disclosure Agreement (NDA) to be signed concurrently with the Service Agreement.

This Quotation Estimate assumes standard operating conditions at the Canada Vancouver port of entry. It does not include costs for physical freight forwarding, ocean or air carriage, warehousing beyond the client's own facility, insurance premiums, or any penalties, fines, or back-taxes assessed by the CBSA or CRA due to pre-existing non-compliance prior to the engagement date. The Customs Officer will not be responsible for the accuracy of commercial data provided by the client (e.g., declared values, product descriptions) unless explicitly tasked with independent verification.

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms outlined herein. The engagement of the Customs Officer for Canada Vancouver operations shall commence upon execution of the formal Service Agreement and receipt of the initial 50% retainer payment.
