This Quotation Estimate is formally submitted to the Ethiopian Customs Authority, Addis Ababa Customs Zone, in response to the Request for Proposal (RFP) reference number ECA-AA-2025-112. The services covered under this Quotation Estimate encompass the full lifecycle of Customs Officer engagement for the Ethiopia Addis Ababa region, including but not limited to the following deliverables:

  • Recruitment & Vetting: Identification, screening, background verification, and selection of a minimum of twelve (12) certified Customs Officers with a minimum of five (5) years of experience in international trade compliance, tariff classification, and border inspection procedures specific to the Ethiopia Addis Ababa corridor.
  • Pre-Deployment Training: A four-week intensive training program covering the Ethiopian Customs Proclamation (No. 1173/2020), the World Customs Organization (WCO) Harmonized System, anti-smuggling protocols, and the use of the Ethiopian Customs Management System (ECMS) software platform.
  • Operational Deployment: Assignment of trained Customs Officers to designated checkpoints at Bole International Airport, the Addis Ababa Dry Port (Kality), and the primary land border crossing points within the Addis Ababa administrative zone.

Payment for the services outlined in this Quotation Estimate shall be structured as follows:

30% upon contract signing and commencement of the recruitment phase for the Customs Officer positions.

40% upon successful completion of the pre-deployment training and formal assignment of all Customs Officers to their designated posts within the Ethiopia Addis Ababa customs zone.

30% in equal monthly installments over the remaining contract period, tied to verified operational performance metrics.

All payments shall be made via bank transfer to the account of Meridian Global Trade & Logistics Advisory PLC, National Bank of Ethiopia, Addis Ababa Branch. Invoices shall be issued in both Ethiopian Birr and US Dollar equivalents.

This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Beyond this period, all pricing is subject to revision based on prevailing exchange rates, inflation adjustments, and changes in Ethiopian labor market conditions.

The deployment of each Customs Officer is contingent upon the successful completion of all background checks, medical fitness examinations, and security clearances mandated by the Ethiopian Customs Authority and the Federal Police of Ethiopia.

All services shall be performed in strict compliance with the laws of the Federal Democratic Republic of Ethiopia, including but not limited to the Ethiopian Customs Proclamation, the Ethiopian Labor Proclamation, and applicable regulations of the Ministry of Trade and Regional Integration.

Either party may terminate the engagement with a written notice of thirty (30) days. In the event of early termination, a pro-rata settlement of all incurred costs for the Customs Officer personnel shall be made.

This Quotation Estimate does not constitute a binding contract until formally countersigned by both parties and approved by the relevant authority within the Ethiopia Addis Ababa customs administration.
