This Quotation Estimate is issued by Meridian Trade & Customs Advisory Pvt. Ltd. to provide a comprehensive, itemised financial projection for the engagement of a qualified Customs Officer to operate within the India Mumbai customs jurisdiction. The scope encompasses the recruitment, onboarding, and ongoing professional services of a Customs Officer who will manage import-export documentation, duty assessment, compliance with the Customs Act, 1962, and the Integrated Customs and Port Information System (ICPAIS) on behalf of the client organisation.
The Quotation Estimate covers a twelve-month engagement period commencing from the date of acceptance. All rates quoted are exclusive of applicable Goods and Services Tax (GST) at the prevailing rate of 18% as mandated by the Central Board of Indirect Taxes and Customs (CBIC) for professional services rendered in India Mumbai.
The Customs Officer engaged under this Quotation Estimate shall perform the following duties within the India Mumbai operational zone:
- Preparation, submission, and tracking of Bill of Entry (BOE) and Shipping Bill (SB) through the ICES (Indian Customs Electronic System) portal for all consignments passing through the Port of Mumbai and JNPT.
- Assessment and reconciliation of Basic Customs Duty (BCD), Social Welfare Surcharge (SWS), Integrated Cess, and applicable GST on imported goods in strict accordance with the Customs Tariff Act, 1985.
- Liaison with the Customs House, Central Excise, and CBIC field offices located in the India Mumbai region to resolve queries, discrepancies, and post-clearance audits.
- Maintenance of statutory registers, e-way bills, and compliance records as required under the Foreign Trade Policy (FTP) 2023-2028 and the Customs (Procedure) Rules, 2018.
- Coordination with licensed Customs House Agents (CHA), freight forwarders, and port authorities operating in India Mumbai to ensure timely cargo release and minimisation of demurrage charges.
- Advisory support on Free Trade Agreements (FTAs), preferential duty schemes, and bonded warehouse operations relevant to the client's trade corridors.

- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing wage norms in India Mumbai and any changes in CBIC fee structures.
- The Customs Officer shall be bound by a non-disclosure agreement (NDA) and a code of conduct aligned with the Central Vigilance Commission (CVC) guidelines applicable to customs professionals in India Mumbai.
- Payment terms: 50% advance upon acceptance of this Quotation Estimate; the remaining 50% shall be disbursed in equal monthly instalments within the first five (5) business days of each calendar month.
- Any additional duties, cesses, or regulatory levies imposed by the Government of India or the Maharashtra State Government during the engagement period shall be borne by the client and are excluded from this Quotation Estimate.
- The Customs Officer shall not be held liable for delays caused by port authority strikes, IT system outages (ICES/ICPAIS), or force majeure events affecting the India Mumbai port operations.
- Termination may be effected by either party with a written notice of sixty (60) days. Upon termination, a final compliance handover report for the India Mumbai customs file shall be delivered within fifteen (15) days.
- All disputes arising from this Quotation Estimate shall be subject to the exclusive jurisdiction of the competent courts in India Mumbai, Maharashtra, India.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms outlined herein for the engagement of a Customs Officer to serve within the India Mumbai customs jurisdiction. The engagement shall commence on the date mutually agreed upon in writing following the execution of this document.
