2. Scope of Services
This Quotation Estimate outlines the full scope of professional services to be provided by a qualified Customs Officer engaged on behalf of the client within the New Zealand Wellington metropolitan and harbour region. The Customs Officer will be responsible for the following duties and deliverables:
- Processing and clearance of inbound and outbound cargo through the New Zealand Customs Service (NZCS) electronic systems, including CARGO and the Integrated Customs Environment (ICE).
- Conducting physical inspections of goods arriving at Wellington Harbour, Lyttelton Container Terminal, and the Wellington Airport cargo facility.
- Assessing and verifying customs declarations, ensuring full compliance with the Customs and Excise Act 1996 and all associated regulations.
- Managing the classification of goods under the New Zealand Tariff, applying correct tariff codes and determining applicable duty, GST, and excise obligations.
- Coordinating with the New Zealand Food Safety Authority (NZFSA), Environmental Protection Authority (EPA), and other regulatory bodies as required for biosecurity and hazardous goods clearance.
- Maintaining accurate records of all customs transactions and producing monthly compliance reports for the client's finance and operations teams.
- Providing advisory support to the client's logistics personnel on import/export documentation, trade agreements (including CPTPP and RCEP preferential treatment), and free trade zone procedures specific to the New Zealand Wellington trade corridor.
- Responding to and resolving customs queries, queries from NZCS officers, and any post-clearance audit matters within the Wellington region.
3. Quotation Estimate — Cost Breakdown
The following Quotation Estimate provides a detailed itemisation of all costs associated with the engagement of the Customs Officer for the specified twelve-month period in New Zealand Wellington. All figures are in New Zealand Dollars (NZD) and are inclusive of Goods and Services Tax (GST) at the current rate of 15%.

4. Terms & Conditions
4.1 This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, all rates and terms are subject to revision without prior notice.
4.2 Payment terms: 50% of the monthly invoice is due within fourteen (14) days of the invoice date. The remaining 50% is due within twenty-eight (28) days. Late payments will attract interest at the rate prescribed under the Commerce Act 1986.
4.3 The Customs Officer shall operate in full compliance with the Customs and Excise Act 1996, the Biosecurity Act 1993, and all applicable New Zealand legislation. The client acknowledges that the Customs Officer acts as an agent of the client and not as an agent of the New Zealand Customs Service.
4.4 All services will be delivered within the New Zealand Wellington region, including the City of Wellington, Porirua, and the Lyttelton port area. Travel to locations outside this region will be billed at cost plus 10%.
4.5 Either party may terminate this engagement with thirty (30) days written notice. In the event of early termination, the client shall be liable for all costs incurred up to the date of termination, including non-recoverable commitments.
4.6 This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties. All terms herein are subject to the final agreement.
4.7 The client agrees to provide the Customs Officer with all necessary documentation, system access, and site permits required to perform duties at the New Zealand Wellington facilities.
5. Acceptance & Authorisation
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined for the Customs Officer engagement in New Zealand Wellington. This acceptance does not constitute a final contract but serves as a formal expression of intent to proceed to the Service Agreement stage.
