2. Position Description – Customs OfficerThe Customs Officer engaged under this Quotation Estimate shall hold a minimum of a Bachelor's degree in International Trade, Law, or a related discipline, along with a valid certification from the Pakistan Customs Academy, Islamabad. The candidate must possess a minimum of five (5) years of progressive experience in customs operations, with at least two (2) years in a supervisory capacity. The Customs Officer shall be proficient in the Integrated Customs Management System (ICMS) and shall demonstrate thorough knowledge of the Pakistan Customs Act, 1969, the Pakistan Customs (Procedures) Rules, and all applicable notifications issued by the Board of Revenue, Government of Pakistan. The role shall be based at the Islamabad customs station, with a standard working week of Monday through Friday, 08:00 to 17:00, with on-call availability during peak cargo periods.

4.1 This Quotation Estimate shall remain valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, pricing may be revised to reflect changes in the prevailing wage structure in Pakistan Islamabad or adjustments in statutory contribution rates.
4.2 Payment terms shall be structured as follows: twenty-five percent (25%) advance upon acceptance of this Quotation Estimate, fifty percent (50%) upon successful onboarding and commencement of duties by the Customs Officer, and the remaining twenty-five percent (25%) upon satisfactory completion of the twelve-month engagement period.
4.3 The Customs Officer shall be bound by a strict confidentiality and non-disclosure agreement covering all sensitive trade data, consignee information, and operational procedures encountered at the Islamabad customs station.
4.4 Either party may terminate the engagement with a written notice of thirty (30) days. In the event of early termination, a pro-rata adjustment shall be applied to the Quotation Estimate amounts already disbursed.
4.5 All disputes arising from this Quotation Estimate shall be resolved through arbitration in Islamabad, Pakistan, in accordance with the Arbitration Act, 1940, and shall be governed by the laws of the Islamic Republic of Pakistan.
5. Deliverables and Performance MetricsThe Customs Officer shall be evaluated on a quarterly basis against the following key performance indicators: accuracy rate in customs declarations and tariff classifications (target: 98% or above), average processing time per consignment (target: under 45 minutes), zero regulatory non-compliance findings during internal and external audits, and timely submission of all required reports to the Directorate General, Federal Procurement Unit, Islamabad. Failure to meet these metrics for two consecutive quarters shall trigger a formal performance review and corrective action plan.
6. Acceptance and AuthorizationBy signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and financial obligations outlined herein for the engagement of the Customs Officer in Pakistan Islamabad.
