This Quotation Estimate is prepared specifically for the engagement of a qualified and experienced Customs Officer to manage all import, export, and transit clearance operations at the Port of Karachi and the Karachi International Airport (Jinnah International Airport). The Customs Officer shall operate in full compliance with the Pakistan Customs Act, 1969, the Pakistan Customs (Procedures) Rules, 2013, and all applicable directives issued by the Federal Board of Revenue (FBR) and the Pakistan Customs Service. The services are to be rendered within the jurisdiction of Pakistan Karachi, covering the Karachi Port Trust (KPT) terminals, the Karachi Free Trade Zone, and all bonded warehouses registered under the Customs Department in Karachi.

The Customs Officer engaged under this Quotation Estimate shall be responsible for the following duties and functions:

  • Preparation, verification, and submission of all customs declarations (Bill of Entry, Bill of Export, and Transit Declarations) through the ASYCUDA World system at the Karachi port and airport.
  • Classification of goods under the Pakistan Customs Tariff (PCT) and determination of applicable duty rates, including General Duty, Sales Tax, and Federal Excise Duty.
  • Liaison with Pakistan Customs officers at the Karachi Port Trust, Karachi Airport Cargo Terminal, and the Customs House in Karachi for physical examination, sampling, and release of cargo.
  • Management of bonded warehouse operations, transshipment procedures, and re-export formalities within the Pakistan Karachi customs zone.
  • Handling of customs audits, post-clearance verification, and response to show-cause notices issued by the Customs Department, Karachi.
  • Coordination with the Pakistan Customs Service, the Port Health Authority, the Pakistan Standards and Quality Control Authority (PSQCA), and other regulatory bodies operating in Pakistan Karachi.
  • Maintenance of statutory records, ledgers, and documentation as required under the Pakistan Customs Act for a minimum retention period of five years.
  • Advisory services on duty drawback, duty-free import schemes, and preferential trade agreements applicable to goods cleared through Pakistan Karachi.

  • This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, rates may be revised to reflect changes in the Pakistan Customs regulatory environment or market conditions in Pakistan Karachi.
  • Payment terms: 50% advance upon acceptance of this Quotation Estimate, and the remaining 50% payable in two equal quarterly installments. All payments shall be made via bank transfer to the account of Karachi Trade & Logistics Consultancy (Pvt.) Ltd.
  • The Customs Officer and the Junior Customs Officer shall be bound by a non-disclosure agreement (NDA) and a non-compete clause for a period of twelve (12) months following the termination of engagement.
  • All customs declarations and operations shall be conducted strictly in accordance with the laws of the Islamic Republic of Pakistan, including the Pakistan Customs Act, 1969, the National Accountability Ordinance, 1999, and the Anti-Money Laundering Act, 2010.
  • The client shall provide all commercial documents (Commercial Invoice, Packing List, Bill of Lading, Certificate of Origin, Insurance Certificate) in a timely manner to enable the Customs Officer to process clearances without delay at the Port of Karachi or Jinnah International Airport.
  • Any additional services beyond the scope defined in this Quotation Estimate, such as handling of seized cargo, litigation support before the Customs Appellate Tribunal in Karachi, or operations at ports other than Pakistan Karachi, shall be quoted separately.
  • Disputes arising from this engagement shall be resolved through arbitration in Karachi, Sindh, Pakistan, in accordance with the Arbitration Act, 1940.
Note: This Quotation Estimate does not include any customs duties, taxes, or penalties that may be levied by the Pakistan Customs Department on the client's cargo. The Customs Officer shall advise the client on estimated duty liabilities prior to submission of declarations, but the final assessment remains the sole responsibility of the Pakistan Customs authorities in Pakistan Karachi.
