1. Purpose and Scope of This Quotation Estimate

This Quotation Estimate is issued by Meridian Trade Compliance & Logistics Solutions, Inc. in response to the formal request submitted by Global Freight & Distribution Corporation for the engagement of a licensed Customs Officer to manage, process, and oversee all import and export customs clearance activities within the Philippines Manila jurisdiction. The scope of this Quotation Estimate encompasses the full spectrum of duties typically performed by a Customs Officer operating under the authority of the Bureau of Customs (BOC) of the Republic of the Philippines, as well as ancillary trade compliance services required to ensure seamless movement of goods through the ports and airports of Philippines Manila.

The Customs Officer services detailed herein are designed to provide our client with dedicated, on-site and remote support for customs documentation, tariff classification, duty assessment, inspection coordination, and regulatory compliance. All services will be rendered in strict accordance with the Customs Modernization and Tariff Act (CMTA), Republic Act No. 10863, and all implementing rules and regulations promulgated by the Bureau of Customs and the Department of Finance of the Philippines.

2. Detailed Scope of Customs Officer Services

The following services are included under this Quotation Estimate for the engagement of a Customs Officer in the Philippines Manila area:

  • Customs Declaration Filing: Preparation, verification, and electronic submission of Customs Declaration Forms (CDF) via the Automated Customs Information System (ACIS) for all import and export shipments processed through the Port of Manila, Manila International Airport, and the Manila International Container Terminal (MICT).

4. Terms and Conditions

  1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, pricing may be subject to revision based on prevailing labor costs, regulatory changes, or market conditions in the Philippines Manila area.
  2. Payment terms: 50% of the monthly retainer shall be due upon the first business day of each month; the remaining 50% shall be due on the fifteenth (15th) day. Per-shipment and per-incident charges shall be invoiced monthly and payable within fifteen (15) days from the date of invoice.
  3. The Customs Officer engaged under this Quotation Estimate must hold a valid Customs Broker's License issued by the Bureau of Customs and must be registered with the Philippine Customs Brokers Association (PCBA). Proof of licensure shall be provided prior to commencement of services.
  4. All services shall be performed in compliance with the Data Privacy Act of 2012 (Republic Act No. 10173) and applicable BOC regulations governing the handling of customs documentation within the Philippines Manila customs territory.
  5. Either party may terminate this engagement with thirty (30) days' written notice. In the event of early termination, all services rendered up to the termination date shall be billed in full.
  6. This Quotation Estimate does not constitute a binding contract. A formal Service Agreement must be executed by both parties prior to the commencement of any Customs Officer services.
  7. All disputes arising from this Quotation Estimate or the subsequent Service Agreement shall be resolved through amicable negotiation, failing which, through arbitration under the rules of the Philippine Dispute Resolution Center, Inc. (PDRCI) in the Philippines Manila jurisdiction.

5. Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of a Customs Officer in the Philippines Manila area. This signature constitutes a formal request to proceed with the preparation of a definitive Service Agreement.
