1. Purpose and Scope of This Quotation Estimate

This Quotation Estimate is issued by TransCustoms Professional Services LLC to provide a comprehensive, itemized financial proposal for the engagement of a licensed Customs Officer to represent the client's interests in all customs clearance operations conducted within Russia Moscow. The scope of services outlined herein covers the full spectrum of customs brokerage, documentation preparation, tariff classification, duty calculation, and regulatory compliance activities required under the Customs Code of the Eurasian Economic Union (EAEU) and the Federal Law of the Russian Federation on Customs Regulation (No. 289-FZ, dated 22 July 2011, as amended).

The Customs Officer engaged under this Quotation Estimate shall operate exclusively within the jurisdiction of the Moscow Customs Directorate of the Federal Customs Service of Russia, covering all import, export, and transit cargo movements processed at the major customs terminals and border facilities located in and around Russia Moscow.

2. Detailed Scope of Services – Customs Officer in Russia Moscow

The Customs Officer assigned to this contract shall perform the following duties on behalf of the client:

  • Preparation, review, and submission of all customs declarations (GTD – General Transit Declaration) via the AES (Automated Customs System) platform operated by the FCS in Russia Moscow.
  • Tariff classification of goods under the TN VED (Commodity Nomenclature of Foreign Economic Activity) and the Harmonized System (HS) codes applicable in the EAEU customs territory.
  • Calculation and verification of customs duties, value-added tax (VAT at 20%), excise taxes, and any applicable anti-dumping or countervailing duties.
  • Coordination with FCS inspectors at all Russia Moscow customs checkpoints, including document verification, physical inspection scheduling, and resolution of any discrepancies or queries raised by customs authorities.
  • Management of preferential trade agreements, certificates of origin, and duty relief applications (e.g., temporary import, inward processing, free customs zones within Moscow).
  • Compliance monitoring to ensure all operations conform to current Russian federal legislation, EAEU regulations, and sanctions-related restrictions in force at the time of clearance.
  • Monthly reporting to the client summarizing all clearance activities, duty payments, and any regulatory updates affecting the client's trade operations in Russia Moscow.

4. Terms and Conditions of This Quotation Estimate
  1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period requires re-issuance and may be subject to revised pricing.
  2. All prices stated in this Quotation Estimate are denominated in Russian Rubles (RUB) and are inclusive of all applicable local taxes unless otherwise specified. VAT at the standard rate of 20% is itemized separately.
  3. The Customs Officer engaged under this agreement shall hold a valid license issued by the Federal Customs Service of Russia and shall maintain professional indemnity insurance with a minimum coverage of 10,000,000 RUB.
  4. Payment terms: 50% of the monthly retainer shall be due within ten (10) business days of the invoice date. Per-shipment and per-occurrence fees shall be invoiced monthly in arrears with payment due within fifteen (15) business days.
  5. The client shall provide all necessary commercial documents (invoices, packing lists, contracts of carriage, certificates of origin, and any sector-specific permits) to the Customs Officer no later than forty-eight (48) hours prior to the scheduled customs clearance at the relevant Russia Moscow checkpoint.
  6. TransCustoms Professional Services LLC shall not be held liable for delays, penalties, or additional duties arising from incomplete, inaccurate, or late documentation provided by the client.
  7. This Quotation Estimate does not constitute a binding contract. A formal Service Agreement must be executed by both parties prior to the commencement of any services.
  8. All personal data processed in connection with this engagement shall be handled in accordance with Federal Law No. 152-FZ "On Personal Data" of the Russian Federation.
  9. Disputes arising from this Quotation Estimate or the subsequent Service Agreement shall be resolved through the Arbitration Court of the City of Moscow in accordance with the procedural rules of the Russian Federation.
  10. Any amendments to the scope of services, additional shipments beyond the estimated volume, or changes in applicable customs legislation in Russia Moscow shall be addressed through a written addendum signed by both parties.
5. Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate and authorizes TransCustoms Professional Services LLC to proceed with the engagement of the Customs Officer for customs clearance services in Russia Moscow under the terms and conditions set forth herein.
