This document outlines the scope of services, professional fees, applicable government charges, and all commercial terms governing the proposed engagement. The Quotation Estimate is prepared in full compliance with the regulations of the Dubai Customs Authority, the Federal Customs Authority of the United Arab Emirates, and the relevant provisions of the UAE Federal Decree-Law No. 26 of 2021 on Customs.
The Customs Officer engaged under this Quotation Estimate shall perform the following duties on behalf of the client at all designated customs checkpoints, free zones, and bonded warehouses across United Arab Emirates Dubai, including but not limited to Jebel Ali Port, Dubai International Airport (DXB), and the Dubai Multi Commodities Centre (DMCC):
- Preparation, review, and submission of all customs declarations (import, export, and transit) through the Dubai Trade and FASAH electronic platforms.
- Classification of goods under the Harmonized System (HS) codes and determination of applicable customs duties, Value Added Tax (VAT at 5%), and any sector-specific levies.
- Physical inspection coordination with Dubai Customs officers at the port of entry or exit within United Arab Emirates Dubai.
- Management of customs bonds, guarantees, and deferred payment arrangements for high-value consignments.
- Handling of special procedures including Temporary Admission, Inward Processing, and Free Zone re-export documentation.
- Resolution of customs queries, discrepancies, and post-clearance audits conducted by the Dubai Customs Authority.
- Advisory support on trade compliance, sanctions screening, and origin certification requirements applicable in the United Arab Emirates.
- Monthly reporting and reconciliation of all customs transactions processed by the Customs Officer on behalf of the client.

- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all fees are subject to revision based on prevailing market rates and government tariff changes in United Arab Emirates Dubai.
- Payment shall be made in United Arab Emirates Dirhams (AED) via bank transfer to the account of Meridian Trade & Customs Solutions LLC, Dubai, UAE.
- A 30% advance payment is required upon acceptance of this Quotation Estimate to secure the allocation of the Customs Officer and initiate the licensing and registration process with Dubai Customs.
- The remaining balance shall be invoiced monthly in arrears, with payment due within fourteen (14) days of invoice date.
- Government and port authority fees (Ref 07) are charged at cost and will be reconciled monthly with supporting receipts.
- Late payments shall attract a penalty of 1.5% per month or the maximum rate permitted under UAE law, whichever is lower.
- The Customs Officer shall operate in strict accordance with the UAE Federal Customs Law, Dubai Customs regulations, and all applicable trade and sanctions legislation in force in the United Arab Emirates.
- The client shall provide all necessary commercial documents (invoices, packing lists, bills of lading, certificates of origin, and any permits) in a timely manner to enable the Customs Officer to file declarations within statutory deadlines.
- Meridian Trade & Customs Solutions LLC shall maintain professional indemnity insurance of not less than AED 5,000,000 covering errors and omissions in customs clearance operations within United Arab Emirates Dubai.
- Either party may terminate this engagement with thirty (30) days written notice. In the event of termination, the client shall be liable for all services rendered up to the effective date of termination.
- All data and commercial information provided by the client shall be treated as confidential in accordance with the UAE Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data.
- This Quotation Estimate does not constitute a binding contract until formally accepted in writing by both parties and countersigned by an authorized representative.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and fees set forth herein for the engagement of a Customs Officer to manage customs clearance operations in United Arab Emirates Dubai.
