The scope of this engagement covers the full spectrum of customs clearance, import/export compliance, cargo inspection coordination, and regulatory liaison services required to ensure seamless trade operations through the Port of Chicago and O'Hare International Airport cargo facilities.

The Customs Officer detailed in this Quotation Estimate will operate under the authority of the U.S. Customs and Border Protection (CBP) and will be responsible for processing all import and export declarations, conducting risk assessments on inbound and outbound shipments, verifying documentation accuracy, and ensuring full compliance with the Harmonized Tariff Schedule of the United States (HTSUS), the Trade Facilitation and Trade Enforcement Act (TFTEA), and all applicable federal and Illinois state regulations governing international trade in the United States Chicago region.

The Customs Officer engaged under this Quotation Estimate shall perform the following duties on a full-time basis (40 hours per week, Monday through Friday, with optional overtime as specified):

• Processing and reviewing all entry summaries (CBP Form 7501), entry manifests, and commercial invoices for goods arriving at or departing from the Port of Chicago, O'Hare International Airport, and the Chicago International Logistics Hub.
• Conducting physical and documentary inspections of cargo to verify classification, valuation, country of origin, and admissibility in accordance with CBP directives applicable to the United States Chicago port of entry.
• Maintaining and updating the client's Automated Commercial Environment (ACE) records and ensuring timely filing of all required customs documentation.
• Serving as the primary point of contact between the client and CBP officers, U.S. Department of Agriculture (USDA), Food and Drug Administration (FDA), and other federal agencies operating within the United States Chicago jurisdiction.
• Providing weekly compliance reports and monthly tariff analysis summaries to the client's management team.
• Assisting with the resolution of customs holds, seizures, or discrepancies that may arise during the clearance process.

Payment for the services outlined in this Quotation Estimate shall be made on a monthly basis, invoiced on the first business day of each month for services rendered in the preceding month. A 25% mobilization fee of $42,541.56 is due upon execution of the contract. The remaining balance shall be paid in equal monthly installments over the 12-month engagement period. All payments are to be made via wire transfer to the account designated by Meridian Customs & Trade Solutions, LLC, located in United States Chicago. Late payments shall accrue interest at a rate of 1.5% per month.
