This Quotation Estimate is formally issued by Gulf Coast Trade & Logistics Solutions, LLC (hereinafter referred to as "the Service Provider") to Meridian Import-Export Group, Inc. (hereinafter referred to as "the Client") for the engagement of a licensed and certified Customs Officer to provide comprehensive customs clearance, trade compliance, and import/export facilitation services. All services described in this Quotation Estimate shall be performed within the jurisdiction of United States Houston, specifically covering the Port of Houston, the Houston International Airport (IAH), and all associated U.S. Customs and Border Protection (CBP) facilities in the greater Houston metropolitan area, Texas.

The Customs Officer engaged under this arrangement will hold a valid U.S. Customs House Broker license (CHB) issued by CBP, possess a minimum of ten (10) years of experience in international trade operations, and be fully versed in the Harmonized Tariff Schedule of the United States (HTSUS), the Trade Act of 1974, the Customs Modernization Act, and all applicable regulations enforced by CBP, U.S. Immigration and Customs Enforcement (ICE), and the U.S. Department of Agriculture (USDA) within the United States Houston customs territory.

The following table constitutes the complete itemization of services, labor, and associated costs forming the basis of this Quotation Estimate for Customs Officer engagement in United States Houston:

  • Validity: This Quotation Estimate shall remain valid for thirty (30) calendar days from the date of issuance. Beyond this period, all rates and terms are subject to revision without prior notice.
  • Engagement of the Customs Officer: The Customs Officer named in this Quotation Estimate shall be exclusively assigned to the Client for the duration of the contract term. Substitution of the Customs Officer requires written consent from the Client and shall not result in any reduction of the quoted rates.
  • Payment Terms: Invoices shall be issued on the first business day of each calendar month. Payment is due within thirty (30) days of invoice date via wire transfer to the Service Provider's designated account in Houston, Texas. A late payment surcharge of 1.5% per month shall apply to outstanding balances.
  • Scope Limitations: This Quotation Estimate covers customs brokerage and compliance services only. It does not include freight forwarding, ocean/air carrier booking, warehousing, or physical cargo handling. Any additional services requested by the Client shall be subject to a separate Quotation Estimate.
  • Liability and Insurance: The Service Provider maintains professional liability insurance of no less than $2,000,000 per occurrence. The Customs Officer's actions shall be governed by 19 U.S.C. § 1589 and applicable CBP regulations. The Service Provider shall not be liable for penalties imposed by CBP due to misdeclaration by the Client.
  • Termination: Either party may terminate this engagement with sixty (60) days' written notice. Upon termination, the Client shall pay for all services rendered through the effective date of termination.
  • Governing Law: This Quotation Estimate and any resulting contract shall be governed by the laws of the State of Texas and the federal laws of the United States. All disputes shall be resolved through binding arbitration in Houston, Texas.
  • Confidentiality: All trade data, entry records, and client information accessed by the Customs Officer in the course of performing duties in United States Houston shall be treated as strictly confidential and shall not be disclosed to third parties without written authorization.

Important Note: The figures presented in this Quotation Estimate are based on the Client's projected annual import volume of approximately 320 customs entries through the Port of Houston and Houston International Airport. Should actual volumes exceed the estimated quantities by more than 15%, the Service Provider reserves the right to issue a revised Quotation Estimate. All costs are exclusive of applicable federal, state, and local taxes, CBP user fees, and third-party government charges, which shall be billed at cost.

By signing below, the Client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and rates specified herein for the engagement of the Customs Officer in United States Houston. This signature constitutes a binding acceptance of the Quotation Estimate and authorizes the Service Provider to commence the onboarding and assignment process for the designated Customs Officer.
