This Quotation Estimate is issued by DataVantage Analytics Ltd. to formally present the projected costs, deliverables, and scope of engagement for the recruitment and deployment of a senior Data Scientist to support the client's analytics and machine-learning initiatives. This document serves as a binding financial proposal for the Data Scientist role to be physically based in Uganda Kampala, and it outlines all associated professional fees, infrastructure costs, and ancillary charges for the full engagement period.
The Quotation Estimate has been prepared in accordance with the procurement guidelines of the Republic of Uganda and reflects current market rates for specialized Data Scientist talent operating within the Uganda Kampala technology ecosystem. All figures are stated in Ugandan Shillings (UGX) unless otherwise indicated.
The Data Scientist engaged under this Quotation Estimate will be responsible for the following core duties while stationed in Uganda Kampala:
- Design, develop, and deploy predictive analytics models and machine-learning pipelines to support evidence-based policy decisions for the client organization.
- Perform end-to-end data engineering tasks, including data ingestion, cleaning, transformation, and warehousing from multiple government and private-sector data sources available in Uganda Kampala.
- Build and maintain natural language processing (NLP) models tailored to the Luganda, Swahili, and English linguistic contexts prevalent in Uganda Kampala and the broader East African region.
- Conduct statistical analysis, hypothesis testing, and A/B experimentation to measure the impact of digital transformation programmes.
- Develop interactive dashboards and data-visualization reports using tools such as Tableau, Power BI, and Python-based libraries (Matplotlib, Seaborn, Plotly).
- Collaborate with cross-functional teams in Uganda Kampala, including IT infrastructure, policy research, and public communications units, to ensure data-driven insights are actionable.
- Provide mentorship and capacity-building workshops for junior analysts and data engineers within the client's Uganda Kampala office.
- Ensure compliance with Uganda's Data Protection and Privacy Act (2019) and all relevant regulatory frameworks governing the handling of citizen data.

Payment for the services outlined in this Quotation Estimate shall be made in quarterly instalments, due within 30 days of the invoice date. The first instalment of 25% (UGX 102,615,000) is payable upon contract execution and commencement of the Data Scientist's onboarding in Uganda Kampala. Subsequent quarterly payments of 25% each shall be due at the end of months 3, 6, 9, and 12. All payments shall be made via bank transfer to the account of DataVantage Analytics Ltd. at Stanbic Bank Uganda, Kampala Branch.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Uganda Kampala.
- The Data Scientist shall be engaged on a full-time, exclusive basis for the duration specified. Any early termination by the client shall incur a penalty of two (2) months' professional fees as stipulated in the master service agreement.
- All intellectual property, models, code, and analytical outputs produced by the Data Scientist during the engagement shall vest in the client upon full payment.
- DataVantage Analytics Ltd. shall maintain professional indemnity insurance of not less than UGX 500,000,000, valid throughout the engagement period in Uganda Kampala.
- The Data Scientist is required to comply with all data-protection obligations under Uganda's Data Protection and Privacy Act (2019) and the Uganda Communications Commission's cybersecurity regulations.
- Any disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration in Kampala, Uganda, in accordance with the Arbitration Act (Cap 73) of the Laws of Uganda.
- This Quotation Estimate does not constitute a contract until countersigned by both parties and accompanied by a signed Master Service Agreement.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, scope, and financial provisions set forth herein for the engagement of a Data Scientist in Uganda Kampala.
