This Quotation Estimate is formally submitted by Savanna Economic Advisory & Research Ltd. in response to the Request for Proposal (RFP) issued by the Ministry of Finance, Economic Planning & Development, based in Kenya Nairobi. The purpose of this document is to provide a comprehensive, itemized, and transparent cost breakdown for the engagement of a senior Economist to deliver macroeconomic analysis, policy advisory, and research support services over a twelve-month contract period. All pricing in this Quotation Estimate is denominated in Kenyan Shillings (KES) and includes applicable Value Added Tax (VAT) at the prevailing rate of 16% as mandated by the Kenya Revenue Authority.

The Economist engaged under this Quotation Estimate shall provide the following professional services to the client in Kenya Nairobi:

  • Macroeconomic Monitoring & Forecasting: Monthly and quarterly analysis of GDP growth, inflation (CPI and PPI), exchange rate movements (KES/USD, KES/EUR), fiscal balance, and external sector performance specific to the Kenyan economy.
  • Policy Advisory & Briefing: Preparation of policy briefs, economic outlook reports, and advisory memoranda for senior government officials in Kenya Nairobi, with a minimum of four (4) formal presentations per quarter to the Economic Policy Committee.
  • Research & Data Analysis: Conducting in-depth econometric modelling, regression analysis, and scenario planning using data sourced from the Kenya National Bureau of Statistics (KNBS), the Central Bank of Kenya (CBK), and the Ministry of Finance.
  • Stakeholder Engagement: Facilitating and participating in at least two (2) stakeholder workshops per quarter with development partners, private sector representatives, and academic institutions based in Kenya Nairobi.
  • Report Writing & Publication: Authoring a comprehensive Annual Economic Review for the Republic of Kenya, to be published and distributed by the end of the contract period.
  • Ad Hoc Consultancy: Availability for up to 40 hours of additional consultancy per month beyond the core deliverables, at the hourly rate specified in this Quotation Estimate.

* The Grand Total of KES 26,094,760 (Twenty-Six Million Ninety-Four Thousand Seven Hundred and Sixty Kenyan Shillings) is the final amount covered by this Quotation Estimate for the full twelve-month engagement of the Economist in Kenya Nairobi.

4.1 Payment shall be made in monthly installments of KES 2,174,563.33 (inclusive of VAT), due within fourteen (14) calendar days of receipt of a valid tax invoice from Savanna Economic Advisory & Research Ltd.

4.2 A mobilization advance of 15% of the total contract value (KES 3,914,214) may be disbursed upon execution of the contract, subject to the client's internal procurement guidelines in Kenya Nairobi.

4.3 All payments shall be made via bank transfer to the account details specified in the invoice. Late payments shall attract interest at the Central Bank of Kenya's base rate plus 2% per annum.

4.4 The Economist's professional fees are subject to Withholding Tax (WHT) at 5% for services rendered in Kenya, as per the Income Tax Act, 2015. The client shall deduct and remit WHT to the Kenya Revenue Authority and provide the Economist with a WHT certificate.

5.1 This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, prices may be revised to reflect changes in the Kenyan Shilling exchange rate, inflation, or market conditions in Kenya Nairobi.

5.2 The Economist shall be bound by strict confidentiality and data protection obligations in compliance with the Data Protection Act, 2019 of Kenya. All economic data, policy documents, and internal communications shall be treated as confidential.

5.3 Either party may terminate this engagement with thirty (30) days' written notice. In the event of early termination, the client shall be liable for all services rendered up to the termination date plus a 10% completion penalty.

5.4 The Economist shall maintain professional indemnity insurance with a minimum cover of KES 10,000,000, valid throughout the contract period.

5.5 All disputes arising from this Quotation Estimate and the subsequent contract shall be resolved through arbitration in Kenya Nairobi in accordance with the Arbitration Act, 1995 of Kenya.

5.6 This Quotation Estimate does not constitute a binding contract until formally accepted in writing by both parties and countersigned by authorized representatives.

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Economist in Kenya Nairobi.
