This Quotation Estimate is issued by Lagos Economic Advisory & Consulting Ltd. in response to the formal request received from Meridian Industrial Holdings Plc for the professional engagement of a qualified Economist to deliver comprehensive macroeconomic advisory, sectoral policy analysis, and strategic economic forecasting services tailored to the operational and investment environment of Nigeria Lagos. This document sets out the full scope of work, itemized professional fees, ancillary costs, and the governing terms under which the proposed Economist engagement shall be executed within the Nigeria Lagos metropolitan area and its immediate economic corridors.
The proposed Economist is a Chartered Economist (CE) with over fifteen years of experience in Nigerian macroeconomic policy, trade economics, and industrial development planning. The Economist has previously served in advisory capacities with the Central Bank of Nigeria, the National Bureau of Statistics, and the Lagos State Ministry of Commerce and Industry, bringing deep institutional knowledge of the Nigeria Lagos economic landscape, including the port logistics corridor, the financial district of Victoria Island, and the manufacturing clusters along the Ikorodu axis.
The Economist shall provide the following services as part of this engagement, all conducted primarily within the Nigeria Lagos business district and its surrounding economic zones:
- Macroeconomic Monitoring & Reporting: Monthly analysis of Nigeria Lagos GDP indicators, inflation data, exchange rate movements (NGN/USD), and monetary policy decisions by the Central Bank of Nigeria, delivered as written briefs and executive presentations.
- Investment Climate Assessment: Quarterly evaluation of the Nigeria Lagos business environment, including regulatory changes, tax policy shifts, infrastructure development projects, and foreign direct investment trends specific to the Nigeria Lagos market.
- Strategic Economic Forecasting: Development of 12-month and 36-month economic projections for the Nigeria Lagos region, covering commodity price trajectories, consumer demand patterns, and sectoral growth outlooks relevant to Meridian Industrial Holdings' portfolio.
- Policy Risk Advisory: Ongoing advisory on the impact of federal and Lagos State government policies on industrial operations, import/export regulations, and labour economics within Nigeria Lagos.
- Stakeholder Engagement Support: Representation and technical support for the client in meetings with Nigeria Lagos regulatory bodies, the Lagos State Economic Development Board, and relevant industry associations.

- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all fees and rates are subject to revision based on prevailing economic conditions in Nigeria Lagos and any changes in the applicable tax regime.
- Payment shall be made in Nigerian Naira (NGN) via bank transfer to the account of Lagos Economic Advisory & Consulting Ltd. Monthly retainer fees are due within fourteen (14) days of the invoice date. The one-time forecasting model fee is payable fifty percent (50%) upon contract execution and fifty percent (50%) upon model delivery.
- The Economist shall devote a minimum of one hundred and twenty (120) working hours per month to the services outlined in this Quotation Estimate. Additional hours beyond the agreed retainer shall be billed at the hourly rate specified in Item 4.
- All work product, reports, forecasts, and analyses produced under this engagement shall remain the exclusive intellectual property of Meridian Industrial Holdings Plc upon full payment. The Economist retains the right to reference aggregate, anonymized findings in academic publications with prior written consent.
- This Quotation Estimate does not constitute a binding contract. A formal Service Agreement, incorporating the terms herein, shall be executed by both parties before the Economist commences any work. The Service Agreement shall be governed by the laws of the Federal Republic of Nigeria, with jurisdiction vested in the courts of Nigeria Lagos.
- Either party may terminate the engagement with sixty (60) days' written notice. In the event of early termination, the client shall be liable for all fees accrued up to the termination date plus a pro-rata portion of the remaining retainer.
- All data, documents, and confidential information exchanged between the parties in connection with this Quotation Estimate and the subsequent engagement shall be treated in strict confidence in accordance with the Nigeria Data Protection Act (NDPA) 2023 and the applicable data protection regulations in Nigeria Lagos.
- Force majeure events, including but not limited to government-imposed lockdowns, civil unrest, or natural disasters affecting the Nigeria Lagos area, shall suspend obligations under this agreement without penalty to either party.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, scope, and fees set forth herein for the engagement of the proposed Economist in Nigeria Lagos. This acceptance shall be valid only within the stated validity period.
