This Quotation Estimate is issued by Meridian Economic Advisory Group, LLC in response to the formal request submitted by Gulf Coast Energy & Infrastructure Partners, Inc. for the engagement of a senior Economist to deliver comprehensive macroeconomic forecasting, energy-sector policy analysis, and strategic advisory services within the United States Houston metropolitan area. This document outlines the scope of work, professional deliverables, fee structure, and contractual terms governing the proposed engagement. All pricing presented herein is denominated in United States Dollars (USD) and reflects current market rates for qualified Economist professionals operating in the Houston, Texas region.

The Economist engaged under this Quotation Estimate shall provide the following professional services to the Client in United States Houston:

The Economist proposed for this engagement holds a Doctor of Philosophy (Ph.D.) in Economics from a top-tier United States research university, with a minimum of fifteen (15) years of professional experience in macroeconomic analysis, energy economics, and public policy. The Economist has previously served in advisory capacities for the U.S. Department of Energy, the Federal Reserve Bank of Dallas, and multiple Fortune 500 energy corporations headquartered in United States Houston. The Economist maintains active membership in the American Economic Association (AEA) and the Texas Economic Association, and has published peer-reviewed research in the American Economic Review and the Journal of Energy Economics.

4.1 — This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Upon written acceptance by the Client, a formal Service Agreement shall be executed within ten (10) business days.

4.2 — Payment shall be made in three (3) installments: (a) 40% upon execution of the Service Agreement; (b) 35% upon delivery of the second written report; and (c) 25% upon final delivery of all deliverables and completion of the last advisory session in United States Houston.

4.3 — All invoices are payable within thirty (30) days of receipt. Late payments shall accrue interest at a rate of 1.5% per month or the maximum rate permitted under Texas law, whichever is lower.

4.4 — All fees are exclusive of applicable Texas state and federal taxes. The Client shall be responsible for any sales or service taxes levied on professional services rendered in United States Houston.

5.1 — The Economist shall maintain strict confidentiality regarding all proprietary data, trade secrets, and internal strategies of the Client. A mutual Non-Disclosure Agreement (NDA) shall be executed concurrently with the Service Agreement.

5.2 — All analytical models, datasets, and written reports produced under this Quotation Estimate shall become the exclusive property of the Client upon full payment of the total fee.

5.3 — The Economist reserves the right to publish anonymized, aggregate findings in academic journals, provided that no Client-identifiable information is disclosed and prior written notice is given to the Client at least thirty (30) days before publication.

5.4 — Either party may terminate this engagement with thirty (30) days' written notice. In the event of early termination, the Client shall pay for all services rendered and expenses incurred up to the termination date.

5.5 — This Quotation Estimate and the resulting Service Agreement shall be governed by and construed in accordance with the laws of the State of Texas, with jurisdiction vested in the state and federal courts located in Harris County, United States Houston.

By signing below, the Client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and fee structure outlined herein for the engagement of the proposed Economist in United States Houston.
